PRESIDENTS COUNCIL ACTION ITEMS

 

1.

ISSUE:

PROPOSAL NO. 1 - MEMBERSHIP – PROVISIONAL MEMBERSHIP

Committee’s Recommendation:

 

Amend Constitution 3.6.1 to require provisional members to meet specified requirements as part of the provisional membership program and pay an application fee commensurate with education provided to apply for provisional membership.

Management Council Recommendation:

 

Approve the draft legislative proposal.

 

2.

ISSUE:

PROPOSAL NO. 2 -- SENIOR WOMAN ADMINISTRATOR – APPOINTMENT

Committee’s Recommendation:

 

Amend Constitution 4.02.4 to specify that an institution that has a female director of athletics may appoint a separate female as the senior woman administrator who reports to the director of athletics.

Management Council Recommendation:

 

Approve in concept; reformat to reflect Division III federated proposal.

 

3.

ISSUE:

PROPOSAL NO. 3 -- AMATEURISM – COMPETITION WITH PROFESSIONALS

Committee’s Recommendation:

 

Amend Bylaw 12.02.3 to permit an individual prior to initial full-time collegiate enrollment to participate on a professional team without jeopardizing intercollegiate eligibility.

Management Council Recommendation:

 

Approve the draft legislative proposal.

ISSUE:

PROPOSAL NO. 4 -- AMATEURISM – CONTRACTUAL AGREEMENT

Committee’s Recommendation:

 

Amend Bylaw 12.1.1 to permit an individual prior to initial full-time collegiate enrollment to sign a contract or commitment of any kind to participate in professional athletics without jeopardizing intercollegiate eligibility.

Management Council Recommendation:

 

Approve the draft legislative proposal.

 

5.

ISSUE:

PROPOSAL NO. 5 -- AMATEURISM – PRIZE MONEY BASED ON PLACE FINISH

Committee’s Recommendation:

 

Amend Bylaw 12.1.1 to permit an individual prior to initial full-time collegiate enrollment to accept prize money based on place finish from the sponsor of an open athletics event, the United States Olympic Committee or the appropriate national governing body.

Approve the draft legislative proposal.

 

6.

ISSUE:

PROPOSAL NO. 6 -- AMATEURISM – PROFESSIONAL DRAFT

Committee’s Recommendation:

 

Amend Bylaw 12.1.1 to permit an individual prior to initial full-time collegiate enrollment to enter a professional league's draft and/or be drafted without jeopardizing intercollegiate eligibility.

Management Council Recommendation:

 

Approve the draft legislative proposal.

 

7.

ISSUE:

PROPOSAL NO. 7 – ELIGIBILITY – NONTRADITIONAL COURSES

Committee’s Recommendation:

 

Amend Bylaws 14.1.6.2.5 and 14.4.1.2.2 to permit a student-athlete to use hours earned in nontraditional courses in conjunction with hours taken in residence to meet the full-time enrollment and satisfactory-progress requirements.

Management Council Recommendation:

 

Approve the draft legislative proposal.

 


 

8.

ISSUE:

PROPOSAL NO. 8 – AMATEURISM ELIGIBILITY – SEASONS OF COMPETITION

Committee’s Recommendation:

 

Amend Bylaw 14.2.4 to specify that an individual who does not enroll full-time in a collegiate institution during the academic year following graduation of the individual's high-school class shall lose a season of competition during each calendar year or sport season in which the individual participates in outside competition; further, to require such an individual to fulfill an academic year in residency on initial enrollment at an Division III institution.

Management Council Recommendation:

 

Sponsor legislation based on amended definition of outside competition.

 

9.

ISSUE:

PROPOSAL NO. 9 -- PLAYING AND PRACTICE SEASONS – SCRIMMAGE

Committee’s Recommendation:

 

In all sports, to permit an institution to participate in one exempted contest or date of competition (per Bylaw 17) during the traditional-segment preseason-practice period, provided the contest or date of competition is conducted in privacy and no class time is missed.

 

[Note: This proposal is drafted in a nontraditional format. Appropriate editorial revisions will be made to Bylaw 17 to reflect the adoption of this proposal.]
