NCAA COMMITTEE ON COMPETITIVE SAFEGUARDS
AND MEDICAL ASPECTS OF SPORTS

 

Summary of Recommendations

 

ACTION ITEMS – MANAGEMENT COUNCIL ONLY

 

1.

ISSUE:

2002-03 Budget Requests.

Committee Recommendation:

 

Endorse the two health and safety initiatives, listed in priority order, for 2002-03 Association-wide funding.

 

 

a. Injury Surveillance System Enhancement. Allocate the second year of previously requested Association resources to complete necessary upgrades to the NCAA Injury Surveillance System (ISS). ($200,000 for the 2002-03 fiscal year and the approval of an administrator to assist in development and application.)

 

 

b. Dietary Supplement Resource Exchange Center (REC). Fully fund the REC by allocating $75,000 new drug-education funds for 2002-03 and an additional $10,000 (total $85,000) for 2003-04.

 

Management Council Action:

 

Endorsed the prioritized initiatives inasmuch as they are consistent with Division III strategic plan and educational initiatives and forward them to the Budget Committee for further review. The Council further requested that the REC monitor the number of Division III “hits” to the Web site.

 

2.

ISSUE:

2003-04 Budget Requests.

Committee Recommendation:

 

Endorse the four health and safety initiatives, listed in priority order, for 2003-04 Association-wide funding.

 

 

a. Dietary Supplement Resource Exchange Center (REC). $10,000 in additional permanent Association-wide funding.

 

 

b. Nutrition and Eating Disorders Education. Allocate $100,000 to fund an educational initiative addressing nutrition, optimal body composition and eating disorders that tie current Association efforts with continuing concerns of student-athletes.

 

c. Tobacco Education. Allocate $5,000 to support an exploration and partner with other campus departments and nonprofit organizations to establish new initiatives in tobacco cessation, with an emphasis on cigarette use.

 

 

d. Speakers Grant. Allocate $50,000 to enhance the existing NCAA Speakers Grant Fund.

Management Council Action:

 

Endorsed and reordered the priorities based on Division III’s commitment to education initiatives and forward them to the Budget Committee for further review:

d. Tobacco education.

 

ITEMS OF INFORMATION

 

1.

ISSUE:

Mission, Goals and Objectives.

Committee’s Action:

 

The committee recently developed a new mission statement, goals and objectives as part of its revised strategic plan.

Management Council Action:

 

Accepted the information.

 

2.

ISSUE:

Drug-Testing Program Analysis.

Committee’s Action:

 

The National Center for Drug Free Sport, the administrator for NCAA drug testing, provided an analysis of the NCAA drug-testing program.

Accepted the information.

 


 

3.

ISSUE:

Heat Illness Statement.

Committee’s Action:

 

In response to a request from the Executive Committee, the competitive safeguards committee developed a statement on prevention of heat illness and distributed it to member institutions. The statement was based primarily on a guideline of the same name found in the NCAA Sports Medicine Handbook.

Accepted the information.

 

4.

ISSUE:

Protective Eyewear in Women’s Lacrosse.

Committee’s Action:

 

The protective eyewear project team met via teleconference and placed specific emphasis on developing optimal specifications for such eye protection devices and identifying variables to track as possible indicators of dangerous play. Nancy Burke, a member of both the project team and the United States Lacrosse Sports Science and Safety Committee, was appointed chair of the project team.

5.

ISSUE:

2001 NCAA Study of Substance Use Habits of College Student-Athletes.

Committee’s Action:

 

NCAA research staff presented the completed quadrennial study to the committee for review and approval. The results are available on the NCAA Web site. The committee will use data from this study to direct its drug-testing and drug-education programs.
