REPORT OF THE JOINT PRESIDENTS COUNCIL/MANAGEMENT COUNCIL SUBCOMMITTEE ON THE FUTURE OF DIVISION III

 

Summary of Recommendations

 

ITEMS OF INFORMATION

 

1.

ISSUE:

Charge, Composition and Timeline of the Subcommittee. 

Oversight Group Action:

 

The Division III Administrative Committee approved the charge, composition and timeline.  On its first conference call the oversight group reviewed all documents.  The Council is requested to review and comment on the charge, composition and timeline.

 

a.   Charge

 

·         To examine and articulate the educational values of the academic and athletics experiences and their current application within Division III and explore options related to legislative and organizational changes.

 

·         Address the following areas:  budget priorities and limitations; championships access, qualification and structure; financial aid requirements and policies; playing and practice seasons (number of contests, length of seasons, nontraditional seasons); recruiting (including related admissions issues and off-campus recruiting); eligibility (redshirting, graduate student participation) and membership (sports sponsorship,  institutional self-selection and the possible impact on existing conference structures ).

 

·         Create mechanisms for input from the governance structure and the general membership including member conferences and independent institutions.  Knowledge and appreciation of the diversity of the Division III membership (size, type, constituent groups) should be a priority in the creation of these mechanisms.

  

·         Provide periodic updates to the membership, a formal presentation at the 2003 NCAA Convention and develop proposed legislation for consideration at the 2004 NCAA Convention. 

 

·         Focus deliberations on the Division III philosophy.  The highest priority should be placed on the overall quality of the educational experience and on the successful completion of all students’ academic programs as well as seeking to maintain an environment in which a student-athlete’s athletics activities are conducted as an integral part of the educational experience.

Management Council Action:

 

Charge.  The Council endorsed the charge.

 

Timeline.  The Council recommended to the oversight group the formal inclusion of Division III SAAC representation.

 

Composition.  The Council:

 

a.   Discussed the issue of representation on the oversight group, noting that all oversight group recommendations will be forwarded to the Management Council and Presidents Council, which include diverse membership representation. 

 

b.   Recommend that the oversight group appoint Dewayne Barnes, SAAC representative, to the championships subgroup.

 

2.

ISSUE:

Subcommittee Roster.  

Oversight Group Action:

 

The subcommittee reviewed the roster.  (Attachment C)

 

Management Council Action:

 

The Council noted the inclusion of all subgroup members from the playing and practice seasons subcommittee and student-athlete representation.

 

3.

ISSUE:

Thoughts on Division III.

Oversight Group Action:

 

The oversight group reviewed the March 4 communication from Stephen R. Lewis, president, Carleton College, and noted that the Division III governance structure has made a commitment to review the future of the division through the establishment of the joint subcommittee.  (Attachment D is not available online.)

Management Council Action:

 

Accepted the information.
