Summary of Recommendations

ACTION ITEM – MANAGEMENT COUNCIL ONLY

1.	ISSUE:	Amend Season-of-Competition Waiver (NCAA Bylaw 14.2.6).
Subcommittee Recommendation:
	Sponsor legislation to amend Bylaw 14.2.6 to indicate that in order to qualify for a waiver, student-athletes who competed while ineligible must have competed only in the first half of the championship season. The subcommittee also recommends removal of the requirement that the eligible student-athlete’s competition occur within 60 days of the date the student-athlete reported for athletics participation.
Management Council Action:
	Approved the recommendation and included it as an amendment to Proposal No. 1 (Supplement No. 18).

ITEM OF INFORMATION

1.	ISSUE:	Number of Cases Processed Annually.
Subcommittee Action:
	The following chart reflects the annual number of cases reviewed by the subcommittee since its inception in 1993: Total of 318 cases reviewed from January 1, 1993, until December 31, 2001. · Seventy-six percent of all requests involve Bylaw 14. · Thirty-four percent -- average percentage of requests granted since 1993. · Sixty-six percent -- average percentage of requests denied since 1993.
Management Council Action:
	Accepted the information and noted that due to the significant number of Bylaw 14 requests, the Membership Committee has included specific Bylaw 14 sessions at the regional seminars.
