DIVISION III INITIATIVES UPDATE

The Management Council received an update on various initiatives programs.

SUPPLEMENT NO. 1
COMM. ON COMPETITIVE SAFEGUARDS AND MEDICAL ASPECTS OF SPORTS

ISSUE: Educational Initiative – Out-of-Season Conditioning Workouts.

Management Council Action:

a.      Reviewed a recommendation from a Division I working subcommittee to study issues related to out-of-season conditioning workouts to conduct an educational campaign to heighten awareness of issues surrounding out-of-season conditioning in football.

b.      Recommend that the Committee on Competitive Safeguards and Medical Aspects of Sports address the educational initiative regarding out-of-season conditioning to include a broader audience (Division III) and all sports.  Specifically recommended written notification to Division III campuses to increase awareness of institutional responsibility for protecting the health of student-athletes and to focus on information to assist with understanding of the potential impact of nutritional supplements, medications/drugs, existing medical conditions, acclimatization, hydration, and clothing/equipment on student-athletes during any strenuous workout.

 

ISSUE: Protective eyewear in women’s lacrosse.

Management Council Action:

Accepted the information that the committee continued its review of the issue of establishing mandatory eye protection in women’s lacrosse as soon as practicable.  It noted issues still remained regarding practical eyewear but that no information had been produced to modify its original recommendation.  The committee noted progress in the development of eye protection that met the playing and safety specifications recommended by the women’s lacrosse community.  USLacrosse agreed to begin studying officials’ calls associated with dangerous play involving the head and resulting in a yellow or red card.  This survey would create a second quantitative measure.

SUPPLEMENT NO. 2
MINORITY OPPORTUNITIES AND INTERESTS COMMITTEE

ISSUE: 2002 NCAA Convention.

Management Council Action:

Accepted the information that the committee reviewed the Association-wide Convention sessions regarding race and gender issues and noted there was a broad range of topics and strong attendance.  The committee agreed issues of diversity should be included in the menu of topics for future education sessions and will forward topics for 2003 to national office staff for consideration.

 

ISSUE:  NCAA Ethnic Minority and Women’s Enhancement Internship Program.

Management Council Action:

Accepted the information that the committee discussed the recruitment process for the internship program that included first-time outreach to students through undergraduate and graduate sports administration programs and career centers.  As a result of these efforts, internship applications increased by 58 percent.  The 2002-03 intern class has been selected and notified.

 

ISSUE:  NCAA Diversity Education.

Management Council Action:

Accepted the information that the committee reviewed proposals from three consulting firms selected as finalists to develop and conduct the advanced diversity education workshops addressing race, gender and sexual orientation at the 2003 Convention.  Each firm provided an in-person presentation to detail the proposed content and design of the workshops and to introduce their team.  The committee awarded the development contract to Critical Measures/Full Circle Diversity.

 

ISSUE:  Review of the Use of American Indian Mascots in Intercollegiate Athletics. 

Management Council Action:

Accepted the information that the committee reviewed research materials regarding the use of American Indian mascots in intercollegiate athletics.  The committee noted an integral part of the examination of the issues will be the compilation of comments/testimonials from those directly impacted by the review.  The committee drafted language for an executive summary to accompany requests for comment to the following groups: American Indian tribes; current SAAC student-athletes; NCAA membership; and entities within the NCAA governance structure (Sportsmanship and Ethical Conduct committee, Division I Championships/Competition Cabinet and the Divisions II and III Championships Committees.  The committee also updated the timetable to submit its report to the Executive Committee Subcommittee on Gender and Diversity Issues in October 2002.

 

The Council noted that the focus should also include fan use of mascots.

SUPPLEMENT NO. 3-a

COMMITTEE ON WOMEN'S ATHLETICS

ISSUE:  Committee on Women’s Athletics Diversity.

Management Council Action:

Forwarded the recommendation that the Council give consideration to diversity when appointing future CWA members to the Division III Nominating Committee.

 

ISSUE:  Identification of Emerging Sport – Women’s Rugby.

Management Council Action:

Sponsored legislation to identify rugby as an emerging sport.

 

ISSUE:  Emerging Sports Web Page.

Management Council Action:

Accepted information that the committee reviewed an update on the development of an NCAA Web page for emerging sports.  It was noted that NCAA staff receives numerous inquiries for information about emerging sports.  The Web page will include a list of emerging sports, a link to applicable sports organizations and governing bodies and the definition of an emerging sport developed by CWA.  The Web page will also permit the user to print a list of member institutions that sponsor each emerging sport.
