Financial Aid Committee Background

• 1997 - Establishment of an NCAA Division III Financial Aid and Awards Committee to monitor the awards process.
• January 2001 - Membership adopted NCAA Convention Proposal No. 46 to simplify Division III financial aid legislation by deleting permissible financial aid awards given with consideration of need and the accompanying awards review process, and confirmed that financial aid packaging for student-athletes must be consistent with packaging for students in general.
• Financial Aid and Awards Committee charged with responsibility to determine the process to monitor financial aid distribution for student-athletes in Division III.
• April 2001 - Financial Aid and Awards Committee recommended legislation for the 2002 NCAA Convention to establish a financial aid review model and a pilot program to test the review process to enhance the membership's ability to comply with the 2001 legislation, effective August 2002.
• October 2001 - Based on pilot results, Presidents Council withdrew 2002 Convention Proposal No. 46 and established the Division III Financial Aid Review Task Force.

Timeline

2002

· Subcommittee of task force assists with development of draft proposal for the pilot.  Findings from the pilot will form the scientific basis used to determine the parameters of the review and the effectiveness of the data collection system.            

· Development of data collection system.  It is projected that NCAA Internet-version of the CAi can be used to systematically collect data and ensure confidentiality of all financial aid records.

2003

· February - Task force review of pilot proposal.

· June - Task force recommendations forwarded to Division III Management and Presidents Councils.

· July - Legislation developed for 2004 Convention.

· October 15 - November 15 - Pre-pilot data collection (targeted sampling of institutions)

· Late November/early December - Data analysis, report of findings reviewed by Task Force and Financial Aid and Awards Committee.

2004

· January - Legislative vote.

· Fall - Division-wide pilot launched.

2005

· Fall - Division-wide membership launch, pending pilot outcome.
