The telephone conference was called to order at 1 p.m. Central time.  All members were present as noted above.

 

 

1.      Announcements.  There were no announcements. 

 

 

2.      Review of September 4 Teleconference Minutes. 

 

IT WAS VOTED

 

?That the September 4, 2002, teleconference minutes be approved as written.?

 

       

3.      Preparatory School Competition Exception -- NCAA Division III Bylaw 14.2.4.3.2.1-(a).  The committee reviewed a question from the membership regarding the application and interpretation of the preparatory school competition exception in Bylaw 14.2.4.3.2.1-(a).  The committee decided to editorially revise the exception to clarify the original intent of the legislation.

 

IT WAS VOTED

 

?That Bylaw14.2.4.3.2.1-(a) (Preparatory School Competition Exception) be editorially revised to clarify that an individual is permitted only one ?exempt? year of preparatory school competition under the ?seasons-of-competition? legislation in Bylaw 14.2.4.3.?

 

 

4.      Division III Bylaw 17.17.9 (Safety Exception -- Rowing) and the Use of Ergometers.  In response to a question from the membership, the committee discussed whether or not ergometers (rowing machines) may be considered ?rowing equipment? under Bylaw 17.17.9, such that a rowing coach could be present for safety reasons while a rowing student-athlete used an ergometer.  The committee determined that an ergometer does not constitute ?rowing equipment.?  Accordingly, a rowing coach may not be present for safety reasons while a rowing student-athlete uses an ergometer.

 

IT WAS VOTED

 

?That the Division III Management Council approve the following interpretation:

 

Use of Ergometers and the Safety Exception in Women?s Rowing (III).  An ergometer (i.e., a rowing machine) is not considered equipment related to the sport of rowing.  Therefore, in the sport of women?s rowing, a coach may not be present during a student-athlete?s voluntary individual workouts in the institution?s regular practice facility when the student-athlete uses an ergometer, unless such workouts are considered athletically related activities and occur during the institution?s declared playing and practice season for rowing.? 

 

 

5.      Bylaw 12 Deregulation.  The committee held initial discussions regarding the deregulation of Bylaw 12 and asked that staff gather more information regarding the deregulation of Bylaw 12 in Divisions I and II.

 

 

6.      Future In-Person Meetings and Teleconferences.

 

a.       November 6, teleconference, 2 p.m. Eastern time.

 

b.      December 4, teleconference, 2 p.m. Eastern time.

 

c.       January 30-31, 2003, Key West, Florida.

 

d.      June 23-24, 2003, Indianapolis, Indiana.
