Telephone Conference May 20, 2002

The telephone conference was called to order at 1:10 p.m. Central time by the chair, Ms. Coffey. All members were present as noted above.

 

 

1.      Announcements. The committee welcomed Bo Kerin as the newly appointed secondary liaison to the NCAA Division III Interpretations and Legislation Committee.

 

2.      Review of Minutes. The committee reviewed the minutes of its April 22, 2002, telephone conference.

 

It was VOTED

 

?That the April 22, 2002, minutes be approved as modified:

 

Fulfillment of an Academic Year in Residence. In order to fulfill the academic year in residence requirement specified in 2002 NCAA Convention Proposal No. 40, the requirements of NCAA Bylaw 14.5.1.2 (Determination of Year in Residence) must be satisfied, and the student-athlete must not engage in intercollegiate competition. The year in residence may be fulfilled at any one collegiate institution.

 

Running Pass Patterns/Drills During Football Strength and Conditioning Training Sessions. As part of the five consecutive weeks during the nontraditional segment in which conditioning and strength training sessions may be conducted in football in accordance with 2002 NCAA Convention Proposal No. 54, it is permissible for a student-athlete in the sport of football to run pass patterns/drills, provided no equipment is used. This prohibition against the use of equipment includes the use of footballs.?

 

 

3.      Editorial Revisions to Bylaws 14.2.4.1, 14.2.4.3, 14.5.5, and 14.5.5.2.1. Subsequent to a previous review during the April 22- telephone conference, the committee finalized editorial revisions to these bylaws.

 

It was VOTED

 

?That Bylaws 14.2.4.1, 14.2.4.3, 14.5.5, and 14.5.5.2.1 be editorially revised to clarify legislation regarding seasons of competition, organized competition, and outside competition.?

 

 

4.      Editorial Revision to Bylaw 17.26.5 (End of Regular Playing Season?Indoor/Outdoor Track and Field). The committee reviewed Bylaw 17.26.5 regarding the end of the regular playing season in the sport of indoor/outdoor track and field.

 

It was VOTED

 

?That Bylaw 17.26.5 be editorially revised to clarify that the indoor and outdoor track seas-

sons must conclude with their respective NCAA Championships.?

 

 

5.      Telephone Calls from Enrolled Student-Athletes to Prospective Student-Athletes. At the request of staff, the committee reviewed Bylaws 13.02.2.1 and 13.1.3 regarding telephone calls from enrolled student-athletes to prospective student-athletes. Based on its review, the committee confirmed that an enrolled Division III student-athlete is permitted to make recruiting phone calls to prospects with the knowledge of the athletics department. In addition, enrolled Division III student-athletes are also able to participate in admissions programs in which members of the general student body are permitted to telephone prospects. The committee recommended that a legislative assistance column (LAC) be issued to clarify this matter for the membership.

 

It was VOTED

 

?That Bylaws 13.02.2.1 and 13.1.3 be editorially revised to clarify that enrolled Division III student-athletes are permitted to make recruiting phone calls to prospective student-athletes with the knowledge of the athletics department and as participants of institutional admissions programs in which the general student body is permitted to telephone prospects.?

 

 

6.      Future In-Person Meetings and Telephone Conferences.

 

a.            June 20-21, 2002, in Seattle, Washington.

 

b.           January 30-31, 2003, in Key West, Florida.

 

c.            June 23-24, 2003, in Indianapolis, Indiana.

 

 

7.      Adjournment. The telephone conference adjourned at 1:40 p.m. Central time.
