The telephone conference was called to order at 10 a.m. Central time. All members were present as noted above.
1. Announcements. It was announced that the committee members would soon be receiving spiral-bound copies of the 2002-03 Division III Manual.

Review of Minutes of the June 20-21 In-person Meeting.

Review of July 19 Teleconference Minutes.

4. Update
Regarding NCAA Division III Management Council Actions. The committee discussed action taken by the
Management Council during its July meeting.
It was noted that the Council approved all of the nine action items
forwarded by the interpretations and legislation committee.
5. Review
of NCAA Division III Bylaw 13.1.1.2 (Four-Year College Prospects). The committee reviewed and approved draft
legislation regarding its recommended revisions to Bylaw 13.1.1.2 (Four-Year
College Prospects).
IT WAS VOTED
?That Bylaw 13.1.1.2 be editorially revised to clarify contact restrictions regarding four-year college prospects.?
6. Review
of NCAA Division III Bylaws 30 and 31 Deregulation. The committee reviewed and approved revised
draft legislation regarding the deregulation of Bylaws 30 and 31.
7. Review of the use of ?with? and ?against? in Bylaw 17. The committee began its initial review of this issue with the sports of archery through fencing. Final recommendations will be made once all sports have been reviewed.
8. Possible Incorporation of the January 29, 2001, Official Interpretation -- Benefits Resulting from an Established Relationship (III). The committee continued its discussion regarding whether to incorporate this interpretation into the Division III manual. The committee requested to review draft legislation before making a decision.
