[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accordance with NCAA policy regarding minutes of all Association entities.  While certain items on the cabinet's agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]

 

 

The telephone conference was called to order at 12:30 p.m. Eastern time.  All members were present as noted above.

 

 

1.      Announcements.  Leah Nilsson was introduced as the new NCAA Division III Governance Liaison.

 

 

2.      Review of Minutes of the January 30-31 In-person Meeting.  The committee reviewed the January 30-31 in-person minutes.

 

IT WAS VOTED

 

"That the January 30-31, 2003, in-person minutes be approved as written."

 

 

3.      Interpretive Issue – Football Conditioning Activities in the Nontraditional Segment.  The committee reviewed an interpretative issue related to the types of football conditioning activities that are permissible during the nontraditional segment. 


IT WAS VOTED

 

"That the committee recommend that the NCAA Division III Management Council approve the following interpretation:

 

Football -- Strength and Conditioning Activities During the Nontraditional Segment (III).  During the five consecutive weeks of the nontraditional playing season in which strength and conditioning activities may be conducted in football, it is permissible for student-athletes to engage in position-specific agility drills, provided the simulation of offensive and defensive alignments does not occur.  Further, student-athletes may not be positioned in a manner that simulates football-related competition or practice activities. [References: Bylaws 17.02.1.1 (athletically related activities, 17.11.6 (out-of-season athletically related activities), and 4/22/02 official interpretation, Item No. 4-(a)]."

 

 

4.   Legislative References to "Olympic Festivals."  The committee discussed the fact that the United States Olympic Committee no longer sponsors Olympic Festivals, and thus the phrase should be deleted from the manual.

 

IT WAS VOTED

 

"To remove all references to "Olympic festivals" in the NCAA Division III Manual.

 

 

5.   Legislative Changes to NCAA Bylaw 14.2.4.4.1 – Definition of Organized Competition.  The committee reviewed Bylaw 14.2.4.4.1 and noted that the Division III membership never approved that Bylaw.  It is a Division I bylaw that has appeared in the manual for a number of years, in error.  The committee determined that it is important to define organized competition; thus the term will be added to the glossary of terms.    

 

IT WAS VOTED

 

"To remove NCAA Bylaw 14.2.4.4.1 and add 'organized competition' to the glossary of terms."

 


6.   Editorial Revision – "Satisfactory Progress" to "Progress Towards Degree."

 

The committee agreed that is was not necessary to change the phrase "Satisfactory Progress" to "Progress Towards Degree" since Division III does not legislate specific progress guidelines.  The committee determined that it would not be appropriate to use the phrase "Progress Towards Degree" when Division III legislation does not actually require student-athletes to make progress towards a degree.  Further, the committee noted that several institutional catalogs make reference to "satisfactory progress", and that campuses do not use the phrase "progress towards degree."

 

 

7.   Interpretive Issue – Bylaw 17.02.10 – Definition of an Outside Team. 

 

The committee engaged in preliminary discussions regarding the definition of an outside team, and will further discuss the issue on a future call.

 

8.   Future In-Person Meetings and Teleconferences.
