[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accordance with NCAA policy regarding minutes of all Association entities.  While certain items on the committee’s agenda were acted on at various times throughout the teleconference meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]

 

 

The telephone conference was called to order at noon.  All members were present as noted above.

 

 

1.       Announcements.  Mr. Feezell provided an update regarding additional options for conference meetings that take place during the NCAA Convention.

 

 

2.       Review of Minutes of the February 27, 2003, In-Person Meeting.

 

It was VOTED

 

“That the February 27, 2003, teleconference minutes be approved as written.”


3.   Editorial Revision -- Written Offers of Financial Aid.  The committee reviewed NCAA Division III Bylaw 15.4.3 and whether a verbal offer of financial aid, prior to the prospect being admitted to the member institution, is permissible under current legislation.  The committee agreed that Bylaw 15.4.3 be editorially revised to preclude member institutions from providing verbal offers of financial aid to a prospective student-athlete prior to the prospective student-athlete being accepted for admission to the institution.

 

 

4.   Editorial Revision -- Bylaw 17.14.5.3 -- Annual Contest Exemptions -- Women’s Ice Hockey.  The committee reviewed Bylaw 17.14.5.3 as it relates to the 2002 winter Olympics.  The committee noted that Divisions I and II have made editorial revisions to include all winter Olympic games.  The committee agreed that Bylaw 17.14.5.3 be editorially revised to extend the exemption in women’s ice hockey to include all winter Olympic games.

 

 

5.   Definition of an Outside Team.  The committee reviewed Bylaw 17.02.10 as a result of a request from the NCAA Division III Administrative Review Subcommittee.  The committee agreed to include the term “club team” in the Division III manual glossary of terms and index.  Further, the committee agreed to review the definition of an institutional club team on a future call.

 

 

6.   Editorial Revision -- Bylaw 17.11.6 -- Out-of-Season Athletically Related Activities.  The committee reviewed Bylaw 17.11.6 and the reference to the nontraditional segment in football.  The committee considered that this is the only reference to nontraditional segment in football, and the staff recommends “nontraditional segment,” be replaced with “outside of the regular playing season.”  The committee agreed to editorially revise the legislation to affect this change.

 

 

7.   Future Meetings and Teleconferences.

 

a.        May 14, 2003; teleconference, noon.

 

b.       June 23-24, 2003; NCAA, Indianapolis, Indiana.

 

c.        February 5-6, 2004; site to be determined in New Orleans, Louisiana.

 

 

8.      Adjournment.  The group adjourned at 1 p.m.
