NO. 1

PLAYING AND PRACTICE SEASONS – TRACK AND FIELD, INDOOR/OUTDOOR—END OF REGULAR SEASON

Intent:  To clarify that the indoor and outdoor track seasons must conclude with their respective NCAA Championships.

Bylaws:  Amend 17.26.4, page 199, as follows:

[Division III]

 

"17.26.4  End of Regular Season.  A member institution shall conclude all practice and competition (meets and practice meets) in each segment in indoor and outdoor track and field by the following dates:

 

"(a)

Traditional Segment.  The conclusion of the NCAAtrack and field championships.  For the sport of indoor track, the traditional segment shall end with the conclusion of the NCAA Indoor Track and Field Championship.  For the sport of outdoor track, the traditional segment shall end with the conclusion of the NCAA Outdoor Track and Field Championship.

 

"(b)

Nontraditional Segment.  For an institution that conducts its nontraditional segment in the fall, October 30 (See Bylaw 17.1.9.2). For an institution that conducts its nontraditional segment in the spring, the first date of final examinations for the regular academic year at the institution."

ELIGIBILITY – SEASONS OF COMPETITION; ORGANIZED COMPETITION AND OUTSIDE COMPETITON

 

Intent:  To clarify the current legislation in NCAA Bylaw 14 relating to seasons of competition, organized competition and outside competition, as specified. 

 

A.     Bylaws:  Add new 14.02.7 and 14.02.8, page 91, as follows:

 

 

"14.02.7  Organized Competition.  Competition shall be considered organized if any one of the following conditions exists:

 

"(a)

Competition is scheduled and publicized in advance;

 

"(b)

Official score is kept;

 

"(c)

Individual team standings are maintained;

 

"(d)

Official timer or game officials are used;

 

"(e)

Admission is charged;

 

"(f)

Teams are regularly formed or team rosters are predetermined;

 

"(g)

Team uniforms are used;

 

"(h)

A team is privately or commercially sponsored; or

 

"(i)

The competition is either directly or indirectly sponsored, promoted or administered by an individual, an organization or any other agency.

 

"14.02.8  Outside competition is competition against any other athletics outside team (including an alumni team) or individual that does not represent the intercollegiate athletics program of the same institution."

B.      Bylaws:  Amend 14.2.4, page 96, as follows:

 

 

"14.2.4  Criteria for Determining Season of Eligibility Intercollegiate Competition

 

 

"14.2.4.1  Minimum Amount of Competition.  A season of intercollegiate competition shall be counted when a student-athlete participates in any regular-season competition (including scrimmages occurring after the first contest or date of competition and competition in the nontraditional segment) or postseason intercollegiate competition.  A season of competition shall not be counted when a student-athlete participates in a preseason scrimmage or preseason exhibition.  This provision is applicable to intercollegiate athletics competition conducted by a two-year or four-year institution at the varsity, junior varsity or freshman team level.

 

 

"14.2.4.2  Track and Field and Cross Country.  For the purposes of determining a season of intercollegiate competition, cross country, indoor track and field, and outdoor track and field shall be considered separate sports.

 

 

"14.2.4.3  Intercollegiate Competition.  A student-athlete is considered to have engaged in a season of intercollegiate competition when he or she competes in an athletics event involving any one of the conditions characterizing intercollegiate competition (per Bylaw 14.02.06 and 14.2.4.1).

 

 

 

"14.2.4.3.1  Organized Competition.  Athletics competition shall be considered organized if any one of the following conditions exist:

 

 

 

"(a)

Competition is scheduled and publicized in advance;

 

 

 

"(b)

Official score is kept;

 

 

 

"(c)

Individual or team standings are maintained;

 

 

 

"(d)

Official timer or game officials are used;

 

 

 

"(e)

Admission is charged;

C.     Bylaws:  Amend 14.7.4.1, page 102, as follows:

 

 

14.7.4.1  Organized Basketball Competition.  Outside basketball competition, including competition involving teams with fewer than five players, shall be considered "organized" if any one of the following conditions exist  any of the conditions set forth in Bylaw 14.02.7 are satisfied.

 

"(a)

Teams are regularly formed or team rosters are predetermined;

 

"(b)

Competition is scheduled and publicized in advance;

 

"(c)

Official score is kept;

 

"(d)

Individual or team standings are maintained;

 

"(e)

Official timer or game officials are used;

 

"(f)

Team uniforms are used;

 

"(g)

ELIGIBILITY – FOUR-YEAR COLLEGE TRANSFERS

Intent:  To clarify the current four-year college transfer regulations as specified. 

Bylaws:  Amend 14.5.5, page 101, as follows:

[Division III]

 

"14.5.5.1  To Divisions I, II and III.  A transfer student from a four-year institution shall not be eligible for intercollegiate competition until the student has fulfilled a residence requirement of one full academic year (two full semesters or three full quarters) at the certifying institution unless the student qualifies for one of the transfer exceptions set forth in Bylaw 14.5.5.2.1, 14.5.5.2.2, or 14.5.5.2.3.  A transfer student (other than one under disciplinary suspension per Bylaw 14.5.1.4) may qualify for an exception to the one-year residence requirement provided he or she does not have an unfulfilled residence requirement at the institution from which he or she is transferring.  Further, a transfer student-athlete admitted after the 12th class day may not use that semester or quarter for the purpose of establishing residency.

 

14.5.5.2  Exceptions or Waivers for Transfers from Four-Year Colleges.  A transfer student (other than one under disciplinary suspension per Bylaw 14.5.1.4) from a four-year collegiate institution is not subject to the residence requirement for intercollegiate competition, provided the student does not have an unfulfilled residence requirement at the institution from which he or she is transferring and any of the exceptions (set forth in Bylaw 14.5.5.2.1, 14.5.5.2.2 and 14.5.5.2.3) are satisfied.

 

 

14.5.5.1.1  Exception.  The A student who has not previously participated in intercollegiate athletics and transfers from a four-year collegiate institution to a Division III institution shall be immediately eligible for competition.  If the A student who has ever participated in intercollegiate athletics, the student must have been academically and athletically eligible for competition had he or she remained at that institution in order to be immediately eligible for competition upon transfer to a Division III institution."

RECRUITING – PERMISSIBLE RECRUITMENT ACTIVITIES FOR STUDENT-ATHLETES – TELEPHONE CALLS TO PROSPECTIVE STUDENT-ATHLETES

 

Intent:  To clarify that enrolled student-athletes are permitted to make recruiting calls to prospective student-athletes with the knowledge of the athletics department and as participants of institutional admissions programs in which the general student body is permitted to telephone prospects.

 

A.     Bylaws:  Amend 13.02.2.1, page 70, as follows:

 

[Division III]

 

"13.02.2.1   Permissible Recruitment Activities for Enrolled Student-Athletes:

 

"(a)

Telephone contact. It is permissible for an enrolled student-athlete to receive telephone calls made at the expense of a prospect after July 1 after the completion of the prospect's junior year in high school. Telephone calls made by enrolled students in accordance with an institution's regular admissions program directed at all prospective students shall be permissible.  In addition, aAn institution may permit an enrolled student-athlete to telephone a prospect at the institution's expense, provided the call is only for the purpose of recruitment and is with the full knowledge of the athletics department."

B.      Bylaws:  Amend 13.1.3, page 72, as follows:

 

[Division III]

 

"13.1.3   Telephone Calls to Prospects.  An institution may permit a student-athlete to telephone a prospect at the institution's expense, provided the call is only for the purpose of recruitment and is with full knowledge of the athletics department (see Bylaw 13.02.2.1)."

ELIGIBILITY – DEFINITION OF COLLEGIATE INSTITUTION – NONRECOGNIZED COLLEGE

 

Intent:  To clarify the definition of a collegiate institution and a nonrecognized college.

 

A.     Bylaws:  Amend 14.02.3, page 90, as follows:

 

[Division III]

 

"14.02.3   Collegiate Institution.  A collegiate institution (for purposes of NCAA legislation) is an institution of higher education that:

 

"(a)

Is listed as a college and coded with an H in the United States Department of Education’s Directory of Postsecondary Institutions accredited at the college level by an agency or association recognized by the Secretary of the Department of Education and legally authorized to offer at least a one-year program of study creditable toward a degree; or

 

[14.02.3-(b) through 14.02.3-(c), unchanged.]

B.      Bylaws:  Amend 14.2.3.2, page 95, as follows:

 

[Division III]

 

"14.2.3.2   Nonrecognized College.  Enrollment in a postsecondary, noncollegiate institution (e.g., technical school, seminary or business college) in the United States that is not listed as a college and coded with an H in the United States Department of Education’s Directory of Postsecondary Institutions accredited at the college level by an agency or association recognized by the Secretary of the Department of Education, and legally authorized to offer at least a one-year program of study creditable toward a degree, constitutes enrollment in the application of the 10-semester/15-quarter rule only if:
