NCAA DIVISION III ADMINISTRATIVE COMMITTEE CONFERENCE NO. 10

 

 

Those participating were Bette Landman, chair, Division III Presidents Council; Christopher Walker, chair, Division III Management Council; Susan Bassett, vice-chair, Division III Management Council; Marcia Kierscht, Division III Management Council; Bridget Belgiovine (recording secretary), NCAA; Dan Dutcher, NCAA; Mweni Ekpo, NCAA; Kay Hawes, NCAA; and Janice Whitehead, NCAA.  John McCardell Jr., vice-chair, Division III Presidents Council, was unable to participate.

 

 

[NOTE:  The following actions occurred via teleconference on August 29, 2002.]

 

 

Acting for the Division III Management Council and Presidents Council, the Administrative Committee:

 

 

1.         Approved proposed 2003 NCAA Convention legislation sponsored by the NCAA Division III Presidents Council and not yet reviewed in legislative form and the 2003 Convention Proposal Chart.

 

a.         Recruiting – Definition of Contact.  To define a recruiting "contact," as specified (with an immediate effective date).

 

b.         Recruiting – Eligibility Ramifications – Restitution for Improper Benefits.  To specify circumstances in which an institution does not have to declare ineligible and seek restoration on behalf of a prospective student-athlete who received an improper benefit while a prospect, provided the individual repays the value of the benefit (with an immediate effective date).

 

c.         Recruiting – De Minimus Violations.  To specify that violations of NCAA Bylaws 13.7.4 (accommodations on official visits), 13.7.5.5.2 (multiple hosts), 13.11.6 (photograph of prospect) and 13.14.1 (coach involvement) are de minimus in nature (with an immediate effective date).

 

d.         National Collegiate Championships – Women's Bowling.  To establish a National Collegiate Championship in women's bowling, effective 2003-04.

 

e.         Executive Regulations – Selection of Teams and Individuals for Championships Participation – Automatic Qualification.  To revise automatic qualification requirements, as specified.

 

f.          Management Council Playing and Playing Seasons Model. 

 

 

2.         Committee Appointments.  The Administrative Committee reviewed the recommendations for sports and general committee appointments.

 

It was VOTED

 

"That the following committee appointments be approved, noting the desire for increased female appointments, particularly to women's sports committees:

 

"(a)       Division III Women's Basketball Committee – James Scheible, coach, University of Rochester.

 

"(b)      Division III Field Hockey Committee – Sally Scatton, coach/director of special events, William Smith College.

 

"(c)       Division III Men's Ice Hockey Committee – Chris Brown, coach, Marian College (Wisconsin); Donald Maslinski, director of athletics, St. Norbert College.

 

"(d)      Division III Men's Lacrosse Committee – Peter Bothner, director of athletics, Nazareth College.

 

"(e)       Division III Women's Softball Committee – Margaret Knight, coach, Salisbury University.

 

"(f)       Division III Men's and Women's Tennis Committee – Kathy Campbell, coach/professor of physical education, Vassar College.

 

"(g)       Women's Basketball Rules Committee – Rhonda Seagraves, assistant athletics director, Southwestern University.

 

"(h)       Division III Membership Committee – Vinton Prince, faculty athletics representative, Wilmington College (Ohio).

 

"(i)        Division III Nominating Committee – Rita Wiggs, commissioner, Dixie Intercollegiate Athletic Conference."

 


3.         Membership Committee Issues.

 

a.         Becker College Appeal – Provisional Membership Status.

 

It was VOTED

 

"To deny the appeal by Becker College of its provisional membership status."

 

b.         D'Youville College and Baptist Bible College – Provisional Membership Status.

 

It was VOTED

 

"That the status of D'Youville and Baptist Bible is year four in the provisional membership process."
