REPORT OF THE

NCAA DIVISION III MEMBERSHIP COMMITTEE

I.   ACTION ITEM.

a.            Noncontroversial Legislation -- Division I and II Provisional Members That Reclassify to Division III.

(1)     Recommendations.  Approve noncontroversial legislation to indicate that any NCAA Division I or II provisional member that reclassifies to NCAA Division III must be subject to the new Division III membership requirements that were adopted during the 2002 NCAA Convention.

(2)     Rationale.  The committee feels strongly that Division I and II provisional members that wish to reclassify to Division III should be subject to the same educational process as other Division III provisional members.  While such institutions would not be subject to the new exploratory period, they would greatly benefit from the enhanced education that is the core of the new provisional member process.

(3)     Budget Impact.  None.

2.            INFORMATIONAL ITEM.

a.      Education for Exploratory Period Institutions.  There are 20 institutions that currently are in the exploratory year for Division III membership.  Two separate sessions are scheduled to educate the exploratory-period institutions.  One session will occur October 24, 2002, at the NCAA national office.  The other session will occur during the 2003 NCAA Convention in Anaheim, California.  Twenty-one people representing 12 institutions will attend the October 2002 session, and eight institutions will be represented at the 2003 Convention session.

b.      Newbury College and Westminster College -- Review of Contingencies.  Upon review of additional information from Newbury College and Westminster College, the committee determined that both institutions had satisfied their membership contingencies.  As a result, each institution has been moved forward a year in the membership process.
