SUBJECT: Noncontroversial Legislative Supplements -- Division III.
Pursuant to
NCAA Constitution 4.7.3-(d) and 5.3.1.1.1, the NCAA Division III Management
Council has determined that the attached 28 proposals are noncontroversial and
necessary to promote the normal and orderly administration of the Association's
legislation. The Division III
Management Council, by a three-fourths majority of its members present and
voting, shall have the authority to adopt noncontroversial amendments, subject
to ratification by the NCAA Division III Presidents Council. Proposals that are ratified by the
Presidents Council shall be effective as of the date identified in the
proposal, published in The NCAA News and submitted as legislation at the 2003
NCAA Convention.
The following
11 proposals have been approved by the Division III Management Council in
concept but have not yet been approved in legislative form:
· Amateurism – definition of professional team -- Olympic/national team (page 1)
· Association-wide playing rules – oversight panel (page 7)
· Committee on Competitive Safeguards and Medical Aspects of Sports -- composition (page 10)
· Committees – Student-Athlete Advisory Committee – Management Council service (page 15)
· Committees – Student-Athlete Advisory Committee – term of office (page 17)
· Eligibility – collegiate institution and nonrecog-nized college (page 18)
· Executive regulations – championships – automatic qualification – general requirements (page 21)
· Playing and practice seasons – track and field, indoor/outdoor – end of regular season (page 29)
· Provisional membership – application (page 31)
· Provisional membership – four-year progression – waiver (page 30)
· Recruiting – medical examinations – during campus visit (page 32)
