REPORT OF THE

NCAA DIVISION III FINANCIAL AID AND AWARDS COMMITTEE

 

 

1.      ACTION ITEM.

 

Modification of NCAA Bylaw 15.4.4.

 

(1)     Recommendation.  The committee recommends that the NCAA Division III Management Council amend NCAA Bylaw 15.4.4.

 

(2)     Rationale.  The intent of the 2001 Proposal No. 46 was to simplify the financial aid regulations in Bylaw 15 and make them more consistent with the Division III philosophy on financial aid.  Currently, Bylaw 15.4.4 makes reference to Bylaw 15.4.9 that was included among the deregulated bylaws at the 2001 NCAA Convention.  Additionally, Bylaw 15.4.4 indicates that any financial assistance provided to student-athletes must be based on need.  Such provisions are counter to the intent of the deregulation efforts in Bylaw 15.  Therefore, Bylaw 15.4.4 should be modified to specify that the methodologies used to determine a student-athlete’s financial need conform to federal, state and written institutional guidelines and that the methodologies are consistent with the methodologies used for the general student body.

 

(3)     Budget impact.  None.

 

 

2.      INFORMATION ITEMS.

 

a.      Financial Audit Task Force Proposed Definitions of Key Terms.  The committee reviewed a working draft of the financial aid audit definition of key terms developed by the NCAA Division III Financial Aid Audit Task Force.  The terms will be used to define the data elements that institutions will be required to submit as they perform the financial aid audit.  The committee was supportive of the work of the task force and its proposed definitions of key terms. 

 

b.      NCAA Division III Guide to Financial Aid.  The committee reviewed the Division III Guide to Financial Aid and agreed that, inasmuch as a significant portion of the information in the guide has be deleted because of the deregulation of Bylaw 15 and the continuing developments of the financial aid audit process, athletics directors and financial aid administrators should be notified via electronic mail that the updated guide may be accessed on the NCAA Web site.
