REPORT OF THE

NCAA DIVISION III PLAYING AND PRACTICE SEASONS SUBCOMMITTEE

 

 

1. ACTION ITEMS.

 

a. Modification of Wording ? NCAA Bylaw 17.5.8.2 (Maximum Number of Student-athletes on Outside Team - Basketball).

 

(1) Recommendations. Modify Bylaw 17.5.8.2 to indicate that there are no limits on the number of student-athletes with eligibility remaining in intercollegiate basketball who may practice or compete out of the season on an outside, amateur basketball team.

 

(2) Rationale. When Bylaw 17.5.8.1 was amended to allow basketball student-athletes to compete in outside competition during the academic year outside of the playing and practice season, 17.5.8.2 was not amended to eliminate the restriction on the number of student-athletes who may compete on an outside team. This modification is based on the intent to make the outside competition regulations for basketball consistent with all other sports.

 

(3) Budget Impact. None.

 

b. Modification of Wording ? Bylaws 17.19.3 (First Contest or Date of Competition) and 17.19.5.1.1 (Scrimmages/Exhibition Games ? Soccer).

 

(1)               Recommendation. Modify Bylaws 17.19.3 and 17.19.5.1.1 to clarify that the one date of unlimited scrimmages in the soccer preseason practice period per Bylaw 17.19.3 counts as one of the three allowable scrimmages per Bylaw 17.19.5.1.1.

 

(2) Rationale. This modification clarifies that the one date of unlimited scrimmages per Bylaw 17.19.3 is not in addition to the three scrimmages permitted per Bylaw 17.19.5.1.1. Bylaw 17.19.3 was amended after Bylaw 17.19.5.1.1 established a limit of three scrimmages during the preseason. Bylaw 17.19.3 allowed an unlimited number or scrimmages to be conduced on one date during the preseason practice period in order to provide multiple scrimmage opportunities in a cost effective manner. The date of unlimited scrimmages is countable; thus it counts as one of three permissible scrimmages per Bylaw 17.19.5.1.1.

 

(3)               Budget Impact. None.

 

 

 

 

c. Baseball Innings.

 

(1)               Recommendation. Charge NCAA staff to explore options to limit a baseball game or scrimmage to nine innings through three avenues: legislation; consultation with the Baseball Playing Rules Committee; and consultation with the Baseball Committee. The staff shall report back to the Management Council in January on this issue.

 

(2) Rationale. The subcommittee expressed concerns that the length of baseball contests or scrimmages in the nontraditional segment is excessive in some cases. The subcommittee has received feedback from student-athletes, parents, and athletics administrators that some baseball contests in the nontraditional season last an unreasonable amount of time (beyond six or seven hours in a day). The subcommittee requested that the staff explore different ways to limit the length of a baseball contest to nine innings in order to better protect the health and welfare of the participating student-athletes.

 

(3)               Budget Impact. None.

 

 

2. INFORMATIONAL ITEMS.

 

a. Review of 2004 Convention Proposals. The subcommittee reviewed and refined its position statements for the Official Notice.

 

?        2-64 Playing and Practice Seasons ? Nontraditional Segment ? Elimination of Contests. The subcommittee prefers Presidents Council Proposal No. 2-61 (Playing and Practice Seasons ? Length of Seasons and Contest Limits) which gives flexibility to amount of games played in the nontraditional segment.

?        2-65 Playing and Practice Seasons ? Annual Exemptions. The subcommittee supports the concepts presented in this proposal, provided the independent tournaments are conducted in a reasonable length of time (within one week) and conclude by the NCAA championships selection date for the sport.

?        2-66 Playing and Practice Seasons ? Exception to First Contest Date ? Exhibition Contests ? Basketball. The subcommittee supports this proposal.

?        2-68 Playing and Practice Seasons ? Track and Field ? Maximum Contest Limitations ? Multi-day Events. The subcommittee supports this proposal.

?        2-62 Playing and Practice Seasons ? Length of the Playing Season. The subcommittee prefers Presidents Council Proposal No. 2-61 (Playing and Practice Seasons ? Length of Seasons and Contest Limits), which reduces both weeks and contests.

 


?        2-63 Playing and Practice Seasons ? Nontraditional Segment ? Practice and Contest Limitations. The subcommittee prefers Proposal No. 2-61 (Playing and Practice Seasons ? Length of Seasons and Contest Limits).

 

The Subcommittee reconsidered each of the Presidents Council-sponsored playing and practice seasons proposals for the 2004 Convention and did not recommend any amendments to amendments.

c. Review of Preseason Acclimatization for All Sports. The subcommittee reviewed the fall sport acclimatization model contained in the October 2003 report of the Committee on Competitive Safeguards and Medical Aspects of Sport. The subcommittee recommends forwarding this model to each of the sport committees to gather sport specific feedback for review by the subcommittee in April 2004.
