REPORT OF THE

NCAA COMMITTEE ON COMPETITIVE SAFEGUARDS

AND MEDICAL ASPECTS OF SPORTS

 

 

INFORMATIONAL ITEMS.

 

Divisions I and II only.

 

a.            Football Out-of-Season Model. The committee was asked to comment on proposed changes to the Football Out-of-Season Model. This model has been approved by Divisions I and II, and is under consideration for the development of a model in Division III.

 

1. The committee reviewed and supported the following amendment of Proposal No. 2002-84 (football conditioning) for development from the Football Issues Committee to the Divisions 1-A and I-AA Football Out-of-Season Model:

 

Under the new preseason practice model, preseason practice begins for both first-time and continuing football student-athletes on the date that permits a maximum of 35 practice opportunities prior to the first permissible contest date, and during the preseason period institutions may not engage in more than 29 on-field practice sessions. In addition, during the preseason period, on-field walk-throughs are not considered an on-field practice activity. Walk-throughs are not allowed during the five-day acclimatization period.

 

2. The committee reviewed and identified the following modifications to the Divisions I-A and I-AA Football Out-of-Season Model. The guidelines have been modified by the committee to expand the medical professional identified to conduct the examinations and to allow institutions to continue annual medical histories or reviews for returning student-athletes in place of a comprehensive medical examination.

 

The Committee's Suggested Modifications to 2f. Prior to participation in any summer weight-training or conditioning workouts, those prospects who have signed a National Letter of Intent and student-athletes who will be beginning their initial season of eligibility for football practice at the institution in the fall shall be required to undergo a pre-participation medical examination that is administered by or under the supervision of a physician, physician assistant, or nurse practitioner.

 

The Committee's Suggested Modifications to 3a. Prior to participation in any preseason activities, all prospects and student-athletes entering into the intercollegiate athletics program (with the exception of those individuals who received a medical examination pursuant to 2e) shall be required to undergo a medical examination that is administered by or under the supervision of a physician, physician assistant, or nurse practitioner. Subsequent to the initial medical examination, a comprehensive student-athlete medical examination is not necessary on an annual basis unless indicated by the student-athlete?s updated annual medical history or medical condition.

b. Drug-Testing Consent Form. The new language in the drug-testing consent form authorizing the laboratories? use of urine samples for purposes of improving detection methods of banned drugs has been reviewed and approved by NCAA general counsel. This review was a Division I Championships/Competition Cabinet requirement for approval of the committee's recommendation to add the new language to the drug-testing consent form.
