REPORT OF THE

NCAA DIVISION III INTERPRETATIONS AND LEGISLATION COMMITTEE

 

 

1.      ACTION ITEM.

 

a.      Noncontroversial Legislation – NCAA Bylaws 17.5.3 and 17.5.3.1 – Informal Practice Scrimmages.

 

(1)        Recommendation.  Sponsor noncontroversial legislation to remove the requirement that informal practice scrimmages be conducted in privacy.

 

(2)        Rationale.  The NCAA Division III Interpretations and Legislation Committee reviewed the definition of scrimmage from the Division III Glossary of Terms and the use of the term scrimmage in NCAA Bylaw 17.  The committee agreed that while institutions should not publicize or promote informal preseason practice scrimmages, it is not reasonable to expect that an institution will turn away visitors who wish to attend a preseason scrimmage.  Therefore, the committee determined that the requirement to conduct informal practice scrimmages in private should be eliminated.

 

(3)               Budget Impact.  None.

 

 

2.      INFORMATIONAL ITEM.

 

Incorporated Interpretation.  The committee agreed to incorporate the following interpretation into the 2004-05 NCAA Division III Manual:

 

·        November 3, 2003, Item No. 4.  It is impermissible for a college coach to observe student-athletes in competition (e.g., pick-up games, summer leagues) outside the playing season.
