NCAA COMMITTEE ON SPORTSMANSHIP AND ETHICAL CONDUCT
1. ACTION
ITEM.
Association-wide.

Strategic Plan.
(1) Recommendation. Expand
and pilot Division III’s Empire 8 Conduct Foul Initiative to include
Divisions I and II.
(2) Rationale. After the committee reviewed the Empire
8 Conduct Foul Initiative, which was conducted during 2003-04, it believed it
would be of use to Divisions I and II as well. The committee received feedback that
national trend data related to competitive conduct would be valuable to
conferences at all levels.
(3) Budget
impact. To be determined.
2. INFORMATIONAL ITEMS.
Association-wide.
a. Misconduct During the Playing and Practice Season. In light of the Division I Championships/Competition cabinet’s referral back to the committee of its request for the cabinet to sponsor legislation that would establish a definition of and consequences for acts of misconduct by student-athletes or athletic departments, the committee reviewed additional materials presented by various conferences. Based on its review and reevaluation of the misconduct language, the committee decided to remove the reference to misconduct in the drafts of Bylaws 17.02.09 and 17.18. Additionally, the committee decided not to forward the concept back to the cabinet at this time
b. Strategies to Develop
a more “Collegiate Atmosphere.” In addition to the removal of the misconduct in the
draft of Bylaw 17.02.09, the committee will develop strategies, including
contacting the Collegiate Commissioners Association and other
commissioners associations, coaching associations, officials associations and
other Association-wide affiliated groups to discuss and develop new strategies
to foster a more collegial atmosphere for intercollegiate athletics. This will entail a further definition of
“collegial atmosphere” and a discussion of the benefits derived
from the new culture.

Wagering. The committee received
an update on the results of the recent survey on sports wagering.

Award Nominations. The committee set a conference call date to
review the nominations and select the 2004 Sportsmanship Award winners.
