d.   National Office Restructuring Review.  Staff updated the committees on national office restructuring, including the 2002-03 fiscal year staff diversity comparison.  The report showed a lack of movement in upper management positions, attributed to a lack of personnel movement at that level.  The committees requested that the report identify the number of minority males and minority females in each level and agreed on the need to devise a professional development plan to increase minority and female representation within the national office staff.

e.      Joint 2004-05 and 2005-6006 Budget Priorities Review.  The joint budget request was submitted for final approval.

f.        NCAA Strategic Plan Review.  The committees reviewed the NCAA Strategic Plan.  The committees were concerned that the plan does not adequately address the issue of diversity.  In addition, the committees were troubled by some generalizations found in the plan.  The committees believe that the NCAA Executive Committee should review the plan during its April meeting and make revisions to address the aforementioned issues.  The committees agreed to forward correspondence to the Executive Committee outlining its specific concerns and requesting that the plan be revised to address the identified areas.

g.      Diversity training update.  The committee received an update on Diversity Training and informed the committees that there were eight training sessions held at the NCAA Convention, and each session was filled to capacity.  Plans for 2004 include training for 41 institutions and 65 workshops that will reach 1,700 administrators.
