n          January 12 – Membership vote on reform package at 2004 NCAA Convention.

n          January 21-23 – Division III Championships Committee reviews Proposal No. 66 and discusses role.

n          January 29-30 – Division III Membership Committee reviews Proposal No. 66 and discusses role.

n          January 30 – NCAA Research Committee meets.

n          January 26 – Post-Convention letter mailed to Division III CEOs with copies to ADs, FARs, SWAs, student-athlete advisory committee (SAAC) liaisons and commissioners, encouraging continued dialogue and commitment to Proposal No. 66.

n                    February 5-6 – Division III Interpretations and Legislation Committee reviews 2004 Convention adopted legislation; creates legislative interpretation and implementation document for membership and discusses role in implementing Proposal No. 66.

n          February 2-13 – Research staff compiles 2004 Convention voting analysis with 2003 membership survey responses.

n          February 18 – Composition of Future of Division III – Phase II oversight group approved by Administrative Committee; charge and timeline established; Presidents Council/Management Council communication contact plan established.

n          February 23-March 5 – E-mail solicitation of interest (NAD3AA, commissioners and independent association list serves) in participating as representatives of conference and independent institution communication/virtual focus groups.

n          March 10 – Division III Strategic-Planning Subcommittee review of divisional and Association-wide goals and priorities including 2004 Proposal No. 66.

n          March 12 – Division III Budget Committee meeting – recommendations for 2004-06 biennial budget.

n          March 31 – Future of Division III – Phase II oversight group conference call to review Convention results and transition plan and implementation plan for Proposal No. 66.

n          April 19-20 – Management Council review of implementation plan.

n          April 28 – Future of Division III – Phase II oversight group in-person meeting in Indianapolis.

n          April 29 – Presidents Council approval of implementation plan.

n          Early May – Membership communication of implementation plan, timeline and activities.

n          May 5-6 – Update at NCAA regional seminar, Anaheim. 

n          May 19-20– Update at NCAA regional seminar, Indianapolis.

n          May/June/July – Conference/independent visits by Council members.

n                    June 2-4 – Update at NCAA regional seminar, New York.

n                    June 9-10 – Update and discussion at Division III Commissioners meeting.

n                    June 11-13 – NACDA convention discussion.

n                    June 16-18 – Division III Championships Committee meeting provides input into suggested topics for appropriate championships and postseason access and funding for membership feedback.

n                    June 28-29 – Division III Membership Committee meeting to provide input into suggested topics (e.g., sport and program equity, membership growth and diversity; greater institutional and conference autonomy) for membership feedback.

n          June 30-July 9 – Future of Division III – Phase II oversight group conference call to develop membership communication (survey or feedback form).

n          September 1 – Membership survey/feedback regarding institutional/conference autonomy and culture issues.

n          September/October/November – Regional meetings; conference meetings of CEOs, FARs, athletics administrators and student-athletes.

n          October 15-November 15 – Division-wide financial aid reporting process pilot.

n          November 1 – Governance structure deadline for submission of proposed legislation.

n          November – 2005 Convention schedule/program mailed to Division III CEOs, FARs, SWAs, student-athletes and conference commissioners.

 

 

2005 Timetable.

 

n          January 10 – 2005 NCAA Convention – Division III Forum – Update.  Legislation will not be considered until the 2006 Convention.  In addition, legislation will include a delayed effective date (e.g., August 2008) in order to give schools and conferences ample time to prepare for implementation at the institutional and conference levels.
