ILC: The committee supported this proposal which intends to permit Division III coaches to attend exhibition contests.  The committee noted the scouting legislation prohibited coaches from attending unique exhibition contests scheduled in the sport of basketball against an NCAA Division I or II institution.  The scouting prohibition should not apply to exhibition contests as coaches should not be pre-vented from attending popular, often well-publicized, early or preseason exhibition contests.

ILC: The committee supported this membership proposal that intends to eliminate the seasons-of-participation rule in favor of using a season-of-competition standard.  The committee discussed the merits of this proposal and identified the student-athlete’s well-being component and a student-athlete’s ability to participate in practice as an important form of participation and should not be curtailed by the season-of-participation standard.

ILC: The committee opposed this proposal which intends to charge student-athletes in non-NCAA Division III institutions with seasons of participation if the student-athlete practices beyond his or her first opportunity to compete.  The committee agreed that the Division III season-of-participation standard should not implicate the use of Division III seasons for a student-athlete that is participating in a non-NCAA Division III institution.

P&P: The subcommittee noted this proposal provides limited scheduling flexibility for institutions sponsoring football without increasing the overall length of the playing and practice season.  Specifically, the subcommittee noted that this proposal does not move back the first permissible practice date in August.

P&P: A review of the legislative history established that the maximum contest limitation in lacrosse was intended to be 17 dates of competition in addition to one date of competition in the nontraditional segment.  The current language was established at a time when several sports were undergoing maximum contest revisions which permit the additional date of competition during the nontraditional segment.  This change supports the consistent treatment of all sports in Division III.

Membership Committee: The committee noted its support for the elimination of the in-region competition emphasis in the philosophy statement and championships selection principles.  The committee supported institutional autonomy in scheduling athletics contests.

 

Champs: Oppose elimination of emphasis on in-region competition during the selection process for all Division III team sports.  The committee supports the Division III philosophy statement as written, and as such, continues to affirm placing emphasis on in-region competition for changes selection purposes.  The committee believes the 200-mile radius, as well [out of regional contests during institutional breaks] both add appropriate flexibility to the in-region concept.  The committee does encourage institutions to provide educational experiences in the form of out-of-region trips for their student-athletes if they so choose, with the understanding that they are doing it for the experience and not for selection purposes.

Champs: Oppose allowing a conference to remain eligible for automatic qualification for two academic years after the date of withdrawal of the institution(s) that cause the conference’s membership to fall below seven institutions in a particular sport. The committee does not support the recommended unlimited timeline of the grace period noting that it could perpetrate constant fluctuation in the allocation of pools A, B and C.  This concept is contrary to the governance proposal that includes a period for conference self-study and a limited period for conference realignment.

Champs: Oppose adoption of a strength-of-season index as a primary criterion for ranking and selection purposes in team sports.  The committee has requested feedback from all team sport committees regarding implementation of opponents’ average winning percentage as a primary criterion for ranking and selection purposes, and believes that will result in a truer comparison of strength-of-schedule between two institutions.  The committee noted that opponents’ average winning percentages can be used as a comparison among any and all institutions, including independent institutions.
