REPORT OF THE

NCAA MANAGEMENT COUNCIL SWA ADHOC GROUP

1.         ACTION ITEMS.

a.                   Division III SWA research results.  [Attachment A]

(1)        Recommendation.  Approve a directed membership mailing to Division III chief executive officers (CEOs), athletics directors (ADs), senior woman administrators (SWAs), faculty athletics representatives (FARs) and conference commissioners to include:

·                     Memorandum with brief background.

·                     Summary of Division III SWA research results and comment
responses.

·                     Summary of Association and Division III educational opportunities and grant programs to enhance the role of the SWA.

(2)        Rationale.  The Adhoc group reviewed the research results in detail, noting the statistically significant degree of separation between the AD perception and SWA perception across most of the seventeen categories.  The broad distribution of research results is intended to encourage institutional dialogue to enhance understanding of the role and responsibilities of the SWA.

                        (3)        Budget Impact.  Minimal. (Printing and postage)

b.         Involvement of SWAs in Conference Governance survey results.  [Attachment B]

(1)                Recommendation.  Review the results of the conference survey to assess the role and level of involvement of SWAs within the conference structure and ascertain whether conference and/or division-wide recommendations are
appropriate.

(2)        Rationale.  The Adhoc group agreed that a greater understanding of the role and responsibilities of the SWA within the Division III conference governance structure was important to supplement the data regarding the campus role.  The subgroup will review the information as a component of its plan to develop a “Best Practices” document for the division.

                        (3)        Budget Impact.  None.

c.         Incorporation of SWA role and responsibilities into provisional member education program and Institutional Self-Study Guide (ISSG).  [Attachment C]

(1)        Recommendation.  Approve the incorporation of bylaw, as well as role and responsibilities, in a “best practices” format as a component of the provisional member education program and the required ISSG.

(2)        Rationale.  Including this information in provisional program ensures immediate recognition of the importance of this issue at new Division III institutions, while the addition of a section in ISSG serves as an opportunity for periodic institutional dialogue and review the role of the SWA on campus.

2.         INFORMATIONAL ITEMS.

a.         Role of SWA added to “Getting in the Game” CD-Rom.  The Membership Committee will incorporate a section on the role of the SWA into the CD-Rom as a component of its annual active member education program.  The CD-Rom serves as a tool to educate campus coaches, students and administrators on key NCAA areas and rules and regulations.

b.                   NCAA SWA brochure.  The Adhoc group noted that the Committee on Women’s Athletics had established a subcommittee to work on updating the Association’s SWA brochure, effective July 2005.  The Adhoc group recommended that the brochure identify differences between divisions, particularly given the dual role and responsibilities of many Division III SWAs.

c.                   Educational opportunities – Division III SWA research results.  The Adhoc group noted the importance of discussion and dialogue about the Division III research
results, as well as the role and responsibilities of the SWA.  It was noted that the topic would be addressed at the following:

·                     April 25-26 – NCAA Gender Equity and Issues Forum – DIII roundtable.

·                     May 23-26 – San Francisco Regional Rules Seminar – SWA session – DIII update.

·                     June 13-16 – Orlando Regional Rules Seminar – SWA session – DIII update.
