REPORT OF THE

POSTGRADUATE SCHOLARSHIP COMMITTEE

1.         ACTION ITEM.

Association-wide.

·     Change in policy to permit Postgraduate Scholarship recipient to also receive the Walter Byers Scholarship.

(1)        Recommendation.  Approve a change in policy to permit a Walter Byers Scholarship finalist who previously received a Postgraduate Scholarship also to receive the Walter Byers scholarship in the event the original Walter Byers awardee is unable or unwilling to use the award.

(2)        Rationale.  During the selection process, the Walter Byers Scholarship Committee identifies six finalists of which two (one male, one female) are awarded the scholarship.  The four non-recipients automatically receive a Postgraduate Scholarship.  Walter Byers award procedures permit an awardee to defer the scholarship for a period not to exceed five years.  In the event that a Walter Byers scholarship recipient defers and then declines to accept the award, it is offered to one of the four finalists identified during that award cycle.  This individual would likely have previously accepted and received a Postgraduate Scholarship.

Current policies stipulate that an individual may accept only one NCAA scholarship therefore requiring the awardee to either repay the Postgraduate Scholarship or decline the Walter Byers Scholarship.   The committee believes that under these circumstances the Walter Byers Scholarship alternate should be able to receive the full Byers scholarship award without having to repay Postgraduate Scholarship funds already received.  The committee noted that this is a unique situation that will likely occur infrequently, and absent this award, the funds otherwise would not be used.  The committee further noted that the Walter Byers Scholarship Committee is supportive of this change in policy.

(3)        Budget Impact.  None.
