REPORT OF THE

NCAA DIVISION III CHAMPIONSHIPS COMMITTEE

 

 

ACTION ITEMS.

 

1.         Legislative Action Items.

 

            a.         Institutional Policy – Notification Date – NCAA Bylaw 31.1.4.1.

 

(1)               Recommendation.  Adopt noncontroversial legislation to amend NCAA Bylaw 31.1.4.1 to adjust the notification date to the national office by institutions with a policy against competition on a particular day due to religious reasons.  The notification deadline would change from September 1 for the current year to May 1 for the upcoming year and that process would incorporate a period of two years (e.g., May 1, 2007 for 2007-08 and 2008-09).

 

(2)               Rationale.  The switch to requesting information in May for an upcoming year is consistent with other championships related documents (e.g., automatic-qualification forms).  Prior notice will allow NCAA staff and sports committees more time to adjust to potential challenges and changes to accommodate the request.

 

(3)               Estimated Budget Impact.  None.

 

(4)               Student-Athlete Impact.  None.

 

b.         Composition of Men’s Water Polo Committee – Bylaw 21.4.7.

 

(1)        Recommendation.  Adopt noncontroversial legislation to amend Bylaw 21.4.7 to specify that the composition of the NCAA Men’s Water Polo Committee shall consist of two representatives from the East region, two representatives from the West region and one at-large representative, and that an additional member shall be designated secretary-rules editor.

 

(2)               Rationale.  The current legislation requires one member represent each of the two water polo regions, with four at-large members.  The proposed change will create balance between the regions; during the 2005-06 year there was an inequitable balance between the two regions (e.g., four members from the East region and one member from the West region).

 

(3)               Estimated Budget Impact.  None.

 

(4)               Student-Athlete Impact.  None.

 

 

 

c.         Official Traveling Party – Men’s Volleyball, Men’s Water Polo and Women’s Water Polo – Bylaw 31.4.6.4.

 

(1)        Recommendation.  Adopt noncontroversial legislation to increase the official traveling party for which expenses shall be provided for participation in the NCAA National Collegiate Championship.  Proposed increases are as follows:  men’s volleyball from 18 to 21; men’s water polo from 19 to 20; and women’s water polo from 19 to 20.

 

(2)        Rationale.  The initial request for this initiative has been supported by the NCAA Division I Championships/Competition Cabinet and funding will be provided by Division I.  Approval must be granted by all three divisions as they are National Collegiate Championships.

 

(3)        Estimated Budget Impact.  None.  (Division I budget only)

 

(4)        Student-Athlete Impact.  None.

 

2.         Nonlegislative Items.

 

a.         In-Region Game Determination – 200 Miles.

 

(1)        Recommendation.  Approve that NCAA staff be allowed to review mileage issues due to the change in software programs (Microsoft Streets and Trips to Microsoft MapPoint) to determine mileage between institutions for designation of in-region contests for championships selection purposes.

 

(2)        Rationale.  The committee believes that institutions that previously scheduled games outside of their sport specific region, but within the permissible 200 mile radius of their institution (according to Streets and Trips, yet over 200 miles according to MapPoint), have been adversely affected by the late change in software programs implemented by the national office and should be allowed to count those games as in-region contests for the 2006-07 year. 

 

                        (3)        Estimated Budget Impact.  None.

 

(4)        Student-Athlete Impact.  This action may possibly prevent student-athletes from being negatively impacted during the selection process due to loss of in-region games if their institution is under consideration for an at-large championship berth.

 

 

 

b.                  Single-Sport Conference – Virtual Focus Group.

 

(1)               Recommendation.  Include the issue of automatic qualification (AQ) for single-sport conferences as a future virtual focus group topic.

 

(2)               Rationale.  The committee would like membership feedback on the current moratorium on AQ related to the formation and change in membership of single-sport conferences, especially as it relates to emerging, geographically isolated sports and those sports that are not sponsored by a large percentage of the membership.

 

(3)               Estimated Budget Impact.  None.

 

(4)               Student-Athlete Impact.  Potential positive effect for student-athletes in affected sports.

 

c.                   Committee Chair.

 

(1)               Recommendation.  Approve Jeff Martinez, director of athletics, University of Redlands, to serve as chair, effective January, 2007.

 

(2)               Rationale.  The current chair, John Cochrane, will rotate off the committee and the committee believes that Mr. Martinez has the qualifications and leadership skills required to serve as chair.

 

(3)               Estimated Budget Impact.  None.

 

(4)               Student-Athlete Impact.  None.

 

 

INFORMATIONAL ITEMS.

 

1.         Clean Venues at Championships.  Accepted information related to the movement toward clean venues at championships.  It was noted that three Division III championships (men’s and women’s basketball, and women’s lacrosse) participated in a clean venue pilot program during the 2005-06 season.  The committee noted its concern with requiring hosts to bear the financial responsibility of covering all signage at Division III host sites.  The committee also questioned the need for clean venues at Division III host sites; the negative impact on potential host schools; how potential funding designated to cover signage would relate to potential initiatives that could directly impact student-athletes; and indicated that non-Division III funding sources should be the primary source for this potential initiative.

 

 

 

2.         Sports Committee Recommendations.

 

a.                  Baseball.

 

(1)               2008 and 2009 Championship Site Selection.  Approved the city of Appleton, Wisconsin, the University of Wisconsin, Oshkosh and Lawrence University to serve as hosts for the 2008 and 2009 NCAA Division III Baseball Championships to be held at Fox Cities Stadium in Appleton, Wisconsin.

(1)        2008 and 2009 Championship Site Selection.  Approved the Old Dominion Athletic Conference and the city of Salem, Virginia to serve as co-hosts for the 2008 and 2009 NCAA Division III Men’s Basketball Championships to be held at the Salem Civic Center.

c.           Field Hockey.  Approved Ursinus College to serve as host for the 2007 NCAA Division III Field Hockey Championship to be held at Eleanor Frost Snell Alumnae Field in Collegeville, Pennsylvania.

 

d.           Men’s Golf.

(3)        2007 Championships Site Selection.  Approved Anderson University and the Hamilton County Convention and Visitors Bureau to serve as co-hosts for the 2007 championships to be held at the Hawthorns Golf and Country Club and Prairie View Golf Club in Fishers, Indiana, and Carmel, Indiana

 

(4)        Individual Allocations.  Accepted the information that changes to the bracket size to accommodate a 1:7.5 team ratio may not be made as easily as adjustments to traditional team sport brackets.  Adding a team could require twosomes on the course along with threesome and necessitate a one-tee start with the twosomes teeing off first in order to maintain a proper pace of play.  The committee noted that it prefers to keep groupings in threesomes, if at all possible.

 

e.         Women’s Golf. 

 

(1)        2008 Championships Site Selection.  Approved Wartburg College to serve as host for the 2008 NCAA Division III Women’s Golf Championships to be held at Centennial Oaks Golf Club in Waverly, Iowa.

 

(2)        Automatic Qualification.  Approved the following conferences to receive automatic qualification to the 2007 championships: American Southwest Conference; College Conference of Illinois and Wisconsin; Heartland Collegiate Athletic Conference; Iowa Intercollegiate Athletic Conference; Michigan Intercollegiate Athletic Association; Midwest Conference; Minnesota Intercollegiate Athletic Conference; Northwest Conference; Ohio Athletic Conference; Southern Collegiate Athletic Conference; and Wisconsin Intercollegiate Athletic Conference.

 

(3)        Committee Chair.  Approved Vince Lazar, head women’s golf coach, DePauw University, to serve as chair of the NCAA Division III Women’s Golf Committee.

 

(4)        Renaming of Regions.  Approved the renaming of the existing regions to the following:  Region 1 to East; Region 2 to Great Lakes; Region 3 to Central; Region 4 to Midwest; and Region 5 to West.

 

(5)        At-Large Selection Criteria.  Approved a change in the order of review of the criteria in the case a tie exists in the evaluation of teams and individuals.  Comparison with common opponents will be reviewed prior to the win-loss record (in-region and overall).

 

f.          Men’s Ice Hockey.

           

(1)        Automatic Qualification.  Approved the following conferences to receive automatic qualification to the 2007 NCAA Division III Men’s Ice Hockey Championship: ECAC East Ice Hockey League; ECAC Northeast Ice Hockey League; Minnesota Intercollegiate Athletic Conference; New England Small College Athletic Conference; Northern Collegiate Hockey Association; and State University of New York Athletic Conference.

 

(2)        Committee Chair.  Approved Vincent Eruzione, director of athletics, Curry College, to serve as chair of the NCAA Division III Men’s Ice Hockey Committee.

 

(3)        Change in Championship Date.  Approved that the dates of the 2008 championship be moved from March 22-23 to March 15-16.

 

g.         Women’s Ice Hockey.  Approved the following conferences to receive automatic qualification to the 2007 NCAA Division III Women’s Ice Hockey Championship: ECAC Division III East Women’s Hockey League; ECAC Women’s West Ice Hockey League; Minnesota Intercollegiate Athletic Conference; and New England Small College Athletic Conference.

 

h.         Men’s Lacrosse.

           

(1)        Automatic Qualification.  Approved the following conferences to receive automatic qualification to the 2007 NCAA Division III Men’s Lacrosse Championship: Capital Athletic Conference; Centennial Conference; Commonwealth Coast Conference; Empire 8; Liberty League; Little East Conference; Middle Atlantic States Collegiate Athletic Corporation; New England Small College Athletic Conference; North Atlantic Conference; Old Dominion Athletic Conference; Pennsylvania Athletic Conference; Pilgrim League; Skyline Conference; and State University of New York Athletic Conference.

(2)        Championships Selection.  Approved representation of each region at the championships, through either a team bid or an at-large eight boat, for the next three championships, effective 2007.

 

k.                  Men’s Soccer.

(3)               Regional Re-Alignment.  Accepted the information that the softball committee will be reviewing the regional alignment of the institutions in each region for possible realignment recommendations for 2007-08.

 

m.                Men’s and Women’s Swimming and Diving.

 

(1)               Last-Chance Meets.  Accepted the information (and requested further clarification) that the two-day limit for last-chance meets will be removed and four certified officials will be required, effective with the 2007 NCAA Division III Men’s and Women’s Swimming and Diving Championships.  Last chance meets must follow the prescribed event order and format requirements in the swimming and diving rules book, and may not exceed four days in length.

 

(2)               Future Championships.  Accepted the information that the committee will survey the membership (previously approved by the championships committee) to determine support for a joint men’s and women’s championships, beginning no earlier than 2009.

 

(3)               Declaration of Participants.  Accepted the information that the deadline for institutions to declare which student-athletes selected for the championships will participate in the championships is when registration for the respective championships opens (i.e., Tuesday at 11 a.m. local time).

 

(4)               Diving Selection Process.  Accepted the information that divers will be required to submit tapes/DVDs of qualifying dives earlier in the season in order for the diving entry coordinator to have adequate time to compile all qualifying dives for the diving selection committee, effective with the 2007 championships.  Divers that achieve a higher score later in the season will have an opportunity to submit an alternate tape/DVD.  Additionally, the diving selection committee will review six option dives for each diver versus five, effective with the 2007 championships.

 

n.                  Men’s Tennis.

(3)               Committee Chair.  Approved Robert Hanson, head men’s tennis coach, University of California, Santa Cruz, to serve as chair of the NCAA Division III Men’s Tennis Committee.

 

(4)               Change in Scoring Format.  Accepted the information that the men’s tennis committee confirmed its decision to move from the seven-point scoring system to the nine-point scoring system, effective with the 2007 championships.  The women’s championships currently use the nine-point scoring system.

 

o.                  Women’s Tennis.

(3)               Committee Chair.  Approved Amy Bryant, head women’s tennis coach, Emory College, to serve as chair of the NCAA Division III Women’s Tennis Committee.

 

(4)               Draw for Individual Championships.  Accepted the information that once the draw has been published and a player withdraws, a direct-line substitution will occur and the draw will not be remade.  If a seed withdraws, the seeds will not be adjusted.

 

(5)               Line-Up Protest Period.  Accepted the information the women’s tennis committee agreed to implement a line-up protest period.

 

p.                  Men’s and Women’s Track and Field.

 

(1)        2007 and 2008 Men’s and Women’s Cross Country Regional Sites.  Approved the following institutions to serve as hosts for the 2007 and/or 2008 regional cross country championships:  St. Olaf (Central, 2007); Muhlenberg College (Mideast, 2007); University of Wisconsin, Oshkosh, 2007); and Connecticut College (New England, 2007 and 2008).

 

(2)        2007 Cross Country Championships Site.  Approved St. Olaf College, Northfield, Minnesota to serve as host for the NCAA Division III Men’s and Women’s Cross Country Championships.

 


(3)        2008 Cross Country Championships Site.  Approved Hanover College, Hanover, Indiana to serve as host of the 2008 cross country championships.

 

(4)        2008 Track and Field Championships Selection Site.  Approved the Ohio Northern University to serve as host for the 2008 NCAA Division III Men’s and Women’s Indoor Track and Field Championships to be held on the campus of Ohio Northern University in Ada, Ohio.

 

(5)        Wind Gauges.  Accepted the information that the men’s and women’s track and field committee plans to recommend that qualifying times/marks be submitted with wing gauge readings for selected events, effective with the 2007 championships.  In 2008, the committee will require wind gauges at meets where student-athletes submit qualifying marks and will only accept performance from those events that have a wind reading.  Approximate cost of a wind gauge is $100-$200.

 

q.                  Wrestling.  Accepted the information on how the NCAA Division III Wrestling Committee currently allocates championship berths and uses historical criteria in its allocation formula.  The championships committee has directed the wrestling committee to explore potential alternatives to using historical information in the process of allocating championships berths.
