·                    Regis College (Massachusetts) - Sports Sponsorship Waiver.

 

(1)        Recommendation.  Grant a sports sponsorship waiver to Regis College (Massachusetts) per NCAA Bylaw 20.11.3.6.2 (single-gender institution transitioning to coeducational).  The waiver shall apply until fall 2010.

 

(2)        Effective Date.  Immediate.

 

(3)        Rationale.  The NCAA Division III Membership Committee approved a sports sponsorship waiver request from Regis (Massachusetts) based on that institution's initial admittance of males in fall 2007.  The committee noted the institution has a thorough sports sponsorship implementation plan that includes seven all-male teams by 2010.  By 2010, Regis (Massachusetts) will be in compliance with the required five sports for men.

(5)        Student-Athlete Impact.  None.

 

 

INFORMATIONAL ITEMS.

 

1.         Role of NCAA Division III Committee on Infractions in Failure to Meet Membership Requirements.  The committee discussed its duties regarding monitoring and recommending penalties for failure to meet sports sponsorship requirements.  The committee considered the role and reporting line of the NCAA Division III Committee on Infractions, sports sponsorship requirements (Bylaw 20.11.3) and membership conditions (NCAA Constitution 3.2.4).  It was noted that this responsibility lies with the Membership Committee to report and recommend to the NCAA Division III Management Council.  The committee asked staff to prepare draft language of Membership Committee duties that would better articulate the committee’s role in recommending penalties related to sports sponsorship requirements, and a draft related to all conditions and obligations of membership.


2.         Nonsubmission of NCAA Division III Institutional Self-Study Guide (ISSG) -- Constitution 6.3.1.2.  The committee noted that this legislation is unclear as to which final date triggers the penalty for nonsubmission.  The committee noted the ISSG submission deadline is June 1, while a penalty is imposed when an institution fails to submit by the conclusion of the academic year during which the report is due.  The committee will look at the intent of Constitution 6.3.1.2 and determine if a legislative change is warranted.  The committee also looked at the possibility of imposing the penalty if the intuition failed to submit by the end of the calendar year during which the report is due.  Millsaps College is presently the only institution that has not submitted its ISSG, and they are aware of their nonsubmission.
