DIVISION III MEMBERSHIP COMMITTEE

[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accordance with NCAA policy regarding minutes of all Association entities.  While certain items on the committee's agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]

 

 

The meeting was called to order at 10:05 a.m. Eastern time by Mr. Downes.  All were present as noted above.

 

 

1.      Review of Previous Minutes.  The NCAA Division III Membership Committee reviewed the minutes from the October 29 teleconference.

 

It was VOTED

 

"That the October 29 minutes be approved."

 


2.      Rutgers, The State University of New Jersey, Newark, waiver application per NCAA Bylaw 20.7.1.1.1.  The committee reviewed the request from Rutgers, The State University of New Jersey, Newark, to waive the Division III Bylaw 14.2.4.1 season-of-participation regulations for its NCAA Division I sport of men's volleyball.  The committee discussed both the impact on student-athlete well-being and the Division III philosophy statement and results of the 2004 NCAA Convention reform package that instituted the seasons-of-participation legislation.  The committee determined that applying this waiver until 2008 would give the student-athletes currently on the team the opportunity to red shirt and that any student-athletes being recruited after this point would understand that the option to red shirt after August 1, 2008, will not be available.

 

It was VOTED

 

"That the NCAA Division III Management Council approve the request of Rutgers-Newark to waive the application of Division III Bylaw 14.2.4.1 (minimum amount of participation)."

 

 

3.            2005 NCAA Convention agendas for provisional and reclassifying education.  The committee reviewed the agendas for the provisional and reclassifying education sessions for chief executive officer (CEO) and athletics administrator sessions.  The CEO session will include guest speakers from the governance structure, and Charles Schearer, Transylvania University, who has recently completed the provisional membership program. Speaking points for President Scherer include:

 

a.      Describe your level of involvement throughout the provisional membership process.

 

b.      What information would be helpful for other presidents to have as they move through the program?

 

c.      What would you do differently if you started over as a provisional member?

 

 

4.      Active Member Education at the 2005 Convention.  The committee discussed the involvement of the National Association of Division III Athletics Administrators (NADIIIAA) in professional development programming in conjunction with future NCAA Regional Rules Seminars.  The committee greatly appreciates the addition of the NADIIIAA to the active member education initiative, and looks forward to that group being a part of the Convention presentation on active member education.  The committee also supported the concept of Convention grants for chief student affairs officers and


supported Convention grants for CEOs, but with the concern that it is not the cost of the Convention that keeps that group from attending.

 

 

5.      Conference Membership – Empire Collegiate Wrestling Conference.  The committee tabled any action on the Empire Collegiate Wrestling Conference until the conference could be presented with the new conference member application and the conference could further explain CEO involvement in the conference and the way conference competition is conducted.  Staff will seek information from the championships staff about the use of the Empire Collegiate Wrestling Conference as a regional qualifier for the Division III wrestling championship.
