1.

ISSUE:

Proposal No. 4 – Institution Self-Study Guide Due Date (Constitution 6.3.1).

Committee Recommendation:

 

Amend Constitution 6.3.1 to specify that institutions completing the provisional membership process and becoming active members must complete an ISSG by the end of the first year of active membership.

Management Council Action:

 

Approved the draft noncontroverisal legislative proposal.

 

2.

ISSUE:

Proposal No.  7 – Women's Rowing - Emerging Sport (Bylaw 20.02.5.3).

Committee Recommendation:

 

Amend Bylaw 20.02.5.3 to delete the sport of women's rowing as an emerging sport for women.

Management Council Action:

 

Approved the draft noncontroverisal legislative proposal.

 

3.

ISSUE:

Proposal No. 10– Secretary Rules-Editors – Term Limits (Bylaw 21.2.1.1).

Committee Recommendation:

 

Amend Bylaw 21.2.1.1 to establish a waiver that, under extenuating circumstances, would allow a secretary-rules editor's eight-year term to be extended by a maximum of four additional years.

4.

ISSUE:

Proposal No. 11– Committees – Lacrosse Rules Committee, Men's (Bylaw 21.2).

Committee Recommendation:

 

Amend Bylaw 21.2 to establish an NCAA Men's Lacrosse Rules Committee comprising nine members, including the secretary-rules editor.

5.

ISSUE:

Proposal No. 14– Foreign Tours – Football Postseason Opportunity (Bylaw 30.7.3).

Committee Recommendation:

 

Amend Bylaw 30.7.3 to eliminate the requirement that a foreign tour shall be considered an institution's postseason opportunity for that season in football.

6.

ISSUE:

Proposal No. 15 – Championships – Scheduling And Start Times (Bylaw 31.1.4).

Committee Recommendation:

 

Amend Bylaw 31.1.4 to grant the appropriate sports committee the authority to permit Sunday competition if necessary in accordance with the provisions of 31.1.4.3 and to begin competition prior to noon on Sunday if the competition has to be rescheduled due to an emergency (i.e., weather or other emergency situation).

1.

ISSUE:

Proposal No. 1 -- Membership – Emerging Sports Timetable (Constitution 3.2.4.4.2).

Committee Recommendation:

 

Amend Constitution 3.2.4.4.2 to revise the emerging sports timetable from specific to general year references and to specify that an institution must comply with recruiting legislation during the first year.

Management Council Action:

 

Previously approved the draft noncontroversial legislative proposal.

 


2.

ISSUE:

Proposal No. 2 – Membership – Provisional Membership – Determination of Provisional Member Status (Constitution 3.6.4).

Committee Recommendation:

 

Amend Constitution 3.6.4 to permit provisional member institutions to continue the four-year provisional member process with or without conditions as determined by the Membership Committee in instances of noncompliance with Division III and/or provisional membership regulations.

Management Council Action:

3.

ISSUE:

Proposal No. 3 -- Association-Wide Committees – Memorial Resolutions Committee (Constitution 4.1.2).

Committee Recommendation:

 

Amend Constitution 4.1.2 to eliminate the Association-wide NCAA Memorial Resolutions Committee and to reassign the committee's duties to the Executive Committee.

Management Council Action:

4.

ISSUE:

Proposal No. 5 -- Playing And Practice Seasons – Definitions (Bylaw 17.02.2).

Committee Recommendation:

 

Amend Bylaw 17.02.2 to clarify that an institution is charged with a contest or date of competition if the institution's team competes against an outside team in addition to competing against another institution's team.

5.

ISSUE:

Proposal No. 6 -- Postseason Events – Establishment Or Continuation Of Championships – Exception For Women's Sports (Bylaw 18.2.4.1).

Committee Recommendation:

 

Amend Bylaw 18.2.4.1 to extend to 2008-09, the exception to establish a national collegiate championship or division championship in a women's sport if at least 40 institutions sponsor the sport.

ISSUE:

Proposal No. 8-- Association-Wide Committees – Student-Athlete Representation (Bylaw 21.1.1).

Committee Recommendation:

 

Amend Bylaw 21.1.1 to permit student-athletes to serve as full members on specified Association-wide committees.

Management Council Action:

 

Previously approved the draft noncontroversial legislative proposal.

 

7.

ISSUE:

Proposal No. 9– Committee on Competitive Safeguards and Medical Aspects of Sports – Duties (Bylaw 21.1.2.2).

Committee Recommendation:

 

Amend Bylaw 21.1.2.2 to modify the duties of the Committee on Competitive Safeguards and Medical Aspects of Sports, as specified.

Management Council Action:

 

Previously approved the draft noncontroversial legislative proposal.

 

8.

ISSUE:

Proposal No. 12– Committees – Student-Athlete Advisory Committee – Composition (Bylaw 21.8.6.10.1).

Committee Recommendation:

 

Amend Bylaw 21.8.6.10.1 to amend the composition requirements of the Division III Student-Athlete Advisory Committee to indicate that not more than one student-athlete from a playing conference may serve on the committee at any time.

9.

ISSUE:

Proposal No. 13 – Committees – Student-Athlete Advisory Committee – Term Of Office (Bylaw 21.8.6.9.2).

Committee Recommendation:

 

Amend Bylaw 21.8.6.9.2 to amend the term of office requirements for the Student-Athlete Advisory Committee, as specified.

10.

ISSUE:

Proposal No. 16-- Executive Regulations – Banned Drugs (Bylaw 31.2.3.1).

Committee Recommendation:

 

Amend Bylaw 31.2.3.1 to add Phenylpropanolamine (PPA) to the list of banned substances under the category of "Stimulants."

Management Council Action:

11.

ISSUE:

Proposal No. 17 – Membership – Eligibility for Membership – Membership Moratorium (Constitution 3.1.3).

Committee Recommendation:

 

Amend Constitution 3.1.3 to remove the current membership moratorium on the election of new provisional members.
