REPORT OF THE NCAA DIVISION III
PRESIDENTS COUNCIL NOMINATIONS SUBCOMMITTEE

1.     ACTION ITEMS.

a.     January 2003 Vacancies.

(1)     Subcommittee Recommendation.  Ratify the slate of nominees to fill January 2003 vacancies (three reappointments and one new vacancy).  Term expiration:  January 2007.  [Note: A mail ballot of the slate of nominees will be distributed to all Division III chief executive officers in September.]

(a)    Richard Berman, president, Manhattanville College.  Reappointment.

(b)   Ivory Nelson, president, Lincoln University.  Reappointment.

(c)    Deborah Stanley, president, State University of New York at Oswego.

(d)   Richard Wells, chancellor, University of Wisconsin, Oshkosh.  Reappointment.

(2)     Rationale.  All legislated requirements for the NCAA Division III Presidents Council are currently met.  The subcommittee noted that the nomination of President Stanley creates a situation whereby two members of the Council represent the same conference (State University of New York Athletic Conference, along with President Howard).  The subcommittee discussed the situation and affirmed its support for President Stanley due to the fact that the terms will overlap for only one year and that President Stanley’s nomination fulfills two of three legislative requirements needed for January 2004 (female and undergraduate enrollment of 4,000 or more).

(3).    Budget Impact.  None.

b.     Presidents Council Nominations Process – January Legislative Vacancies and Immediate Vacancies.

(1)     Subcommittee Recommendation.  Endorse the Presidents Council nominations process for appointment of members to fill January legislative and immediate vacancies.  [Attachment A]

(2)     Rationale.  The subcommittee believes that its current nominations process should be revised and documented to ensure consistency and also provide a framework to aggressively seek a pool of interested and qualified nominees to serve on the Council and elsewhere within the Division III governance structure.  The subcommittee also discussed the current Council composition requirements (NCAA Bylaw 4.4.1) and noted that the requirements effectively meet membership representation issues.  The subcommittee agreed to review the composition requirements in August 2003 following the implementation of the revised and updated nominations process.

(3)     Budget Impact.  None.
