ISSUE:

NCAA Proposal No. 39 – Playing and Practice Seasons Regulations

Subcommittee Recommendation:

 

Sponsor an amendment-to-amendment to NCAA Proposal No. 39 (playing and practice seasons regulation) for the 2003 NCAA Convention.  [Attachment]

 

Management Council Recommendation:

 

Sponsor an amendment-to-amendment regarding Proposal No. 39, noting that fall sports have a maximum of a 13-week traditional segment (practice and competition).

 

 

ACTION ITEM – MANAGEMENT COUNCIL ONLY

 

ISSUE:

Track and Field ­ Safety Exception.

Subcommittee Recommendation:

 

Sponsor noncontroversial legislation to create a safety exception for the sport of track and field (field events) that would read:  "A coach may be present during voluntary individual workouts in the institution's regular practice facility (without the workouts being considered as countable athletically related activities) when the student-athlete is engaged in field events.  The coach may provide safety or skill instruction but cannot conduct the individual workouts."

 

Management Council Action:

 

Denied the recommendation, noting its desire to discourage out-of-season athletically related activity.  The Council also requested that the Playing and Practice Seasons Subcommittee address the legislative safety exceptions in all Division III sports.

 


ITEMS OF INFORMATION

 

1.

ISSUE:

Athletically Related Activity – Time Limitation.

Subcommittee Action:

 

The subcommittee preliminarily discussed the issue and will continue to review athletically related activity time limitations within the context of its discussions related to the future of Division III.  The subcommittee requested that the NCAA Division III Student-Athlete Advisory Committee solicit feedback from other student-athletes regarding the issue and consider a specific weekly time limitation that would be appropriate.

Accepted the information.

 

2.

ISSUE:

Baseball/Softball Contests – Number of Innings and Definition of a Contest.

Subcommittee Action:

 

The subcommittee discussed the issue of baseball/softball innings and the definition, in light of concerns from the membership regarding the excessive number of innings played during the nontraditional segment and vacation periods.  The subcommittee is considering proposing changes that would define a baseball contest as nine innings and a softball contest as seven innings, as it relates to student-athlete contest limitations.  The subcommittee also will review the feasibility of establishing a similar contest definition as it relates to institutional contest limitations.
