Summary of Recommendations

 

PRESIDENTS COUNCIL ACTION ITEMS

 

1. ISSUE:

NCAA Ad Hoc Review Report.

Management Council Recommendation:

 

Review recommendations in italics below regarding a prioritized list of Association-wide and divisional issues:

 

Association-wide issues. All three divisional governance groups should review the following prioritized list and provide a set of recommendations for Executive Committee action:

 

1.                  Identify ways to strengthen the NCAA Convention to enhance unity in the Association.

 

Tighten schedule to encourage CEO attendance. (Convention-Planning Subcommittee)

Enhance Association-wide educational sessions on front end. (Convention-Planning Subcommittee)

 

2.                  Identify ways to continue to advocate for equal opportunity for minority and female constituents in intercollegiate athletics.

 

Association-wide, continue to support through financial resources at $4.5 million over 2 years. (Initiatives Task Force)

Encourage divisional support through allocation and promotion of opportunities in the amount of $1.3 million annually. (Initiatives Task Force)

 

3.                  Propose initiatives designed to improve communications and education and build support among various constituent groups.

 

Continue expansion and use of Web site. (Initiatives Task Force)

CEO-to-CEO communication. (Presidents Council)

 

4.                  Identify options for improving the effectiveness of the Executive Committee to reflect membership interests that span all divisions.

 

Involve divisional leadership and chair of the Executive Committee between meetings. (Presidents Council)

Divisional issues. Each division should review the following divisional issues and provide an update of its action:

 

1.                  Membership concerns about the legislative process and recommendations for improvement.

 

Retain one institution/one vote. No change pending new LSDBi and discussions regarding the future of Division III.

Amend Convention schedule to permit conference meetings prior to Division III Business Session.

 

2.                  Identify a process to increase chief executive officer (CEO) participation and involvement in the governance of the Association.

 

Consider legislation to require one CEO from each member conference attend Convention.

Establish CEO contact plan to enhance personal communication by Presidents Council members to regional CEO colleagues.

Periodic ?targeted? one-page communication from Presidents Council chair to ?get the attention? of CEOs.

Recommendation evaluation of 2004 Convention schedule to permit CEOs to visit conference meetings to discuss issues; condense schedule and create opportunity for more meaningful activities and programming to engage CEOs.

Recommend providing financial assistance to CEOs for possible meeting with Mellon Foundation in fall 2003.

Encourage President Brand to assist with engagement of CEOs at various higher education associations to enhance and encourage involvement with NCAA Convention attendance.

 

3.                  Clarify the role of the conference commissioners and the NCAA staff.

 

Educate commissioners to further educate membership about the importance of the membership-driven legislative process.

Role of conference commissioner as one of many constituent groups is appropriate for Division III.

2. ISSUE:

Association-Wide Strategic Planning.

Management Council Recommendation:

 

Review key discussion points and emerging themes from the Association-wide strategic planning session for Division III from the session March 28 in Chicago. [Attachments A, B and C]

3. ISSUE:

American Indian Mascot Update.

Management Council Recommendation:

 

Endorse the MOIC?s report on the use of American Indian mascots in intercollegiate athletics. The Council noted this would be the last time to review the matter prior to the Executive Committee?s action in August.

 

MOIC Recommendation to NCAA Member Institutions

 

a. Require institutions currently using American Indian mascots to complete a self-analysis checklist to determine if the depiction of the mascot, nickname, logo, or behaviors can be viewed as offensive.

 

Components of the Self-Analysis Checklist will Include:

 

(1)               Adherence to NCAA Constitution Article 2.2.2, 2.4 and 2.6.

 

(2)               Efforts to assess behavior of the mascot, cheerleaders, band members, and fans and the relevance of symbols.

 

(3)               Efforts to educate athletic audiences on the specific tribe or American Indians generally.

 

(4)               Efforts to recruit and retain American Indian coaching and administrative staff as well as university faculty and staff.

 

(5)               Educational programs on Native American history and culture for students.

 

(6)               Efforts to educate staff, fans, and spectators on sportsmanship related to mascots.

 

(7) Efforts to provide outreach to the American Indian community.

 

b. Require the self-analysis be conducted through a broad-base review including representatives from the department of athletics, faculty and staff, community, student-athletes, conference office and local American Indian tribes or community members.

 

c. Require the self-analysis must be submitted as part of the certification process for Division I institutions or the self-assessment process for Division II and Division III institutions (legislative action required).

 


MOIC Recommendation to NCAA Conference Offices

 

a. Require NCAA conferences with institutions using American Indian mascots or nicknames to review policies regarding contests. Policies to be reviewed should include championships, sportsmanship, etc.

 

b. Require conferences with institutions using American Indian mascots or nicknames to complete a self-analysis checklist for conference championship venues and host institutions. Self-analysis checklist to include:

 

(1)          Adherence to NCAA Constitution Articles 2.2.2, 2.4 and 2.6.

 

(2)          Efforts to assess behavior of the mascot, cheerleaders, band members and fans and the relevance of symbols.

 

(3)          Efforts to educate staff, fans, and spectators on sportsmanship related to mascots.

 

MOIC Recommendation to the Association

 

a.              Continue to monitor the use of American Indian mascots, nicknames, logos and behaviors, including the periodic monitoring of the self-analysis checklists.

 

b.             Establish criteria for NCAA championships sites and venues that include the review of the visibility of American Indian mascots, logos and symbols.

 

c.              Establish criteria for institutions participating in NCAA championship events to ensure adherence to NCAA Constitution Articles 2.2.2, 2.4 and 2.6.

 

 

d.             Eliminate references to American Indian mascot names, nicknames, and logos in NCAA publications and announcements.

 

DIVISION III RESPONSE: The Division III Presidents Council endorsed the Division III Management Council action to support the NCAA member institution and conference office recommendations. The Division III Presidents Council particularly noted its support of institutional and conference self-analysis. Regarding the Association recommendations, the Council noted the Membership Committee should consider broadening the scope for all member institutions to evaluate institutional practices related to intercollegiate athletics to ensure that all activities are conducted in an atmosphere that is safe and hospitable for all student-athlete participants, coaches, administrators and fans. The Council also noted that the NCAA should proceed with caution on social issues; however, the American Indian mascot issue has a significant historical basis in our culture and should be addressed. The Division III Championships Committee reviewed the report and voted to forward written correspondence to the seven Division III institutions currently using American Indian mascots. The Division III Student-Athlete Advisory Committee voted to forward written correspondence to the seven Division III institutions currently using American Indian mascots.

4. ISSUE:

Wrestling Penalty Table.

Management Council Recommendation:

 

Adopt noncontroversial legislation to formalize the procedure and penalty structure for violation of the NCAA?s wrestling weight management program and also recommend to the wrestling committee that it consider enhancing the financial penalty.
