JOINT SUBCOMMITTEE ON THE FUTURE OF DIVISION III

 

Summary of Recommendations

 

PRESIDENTS COUNCIL ACTION ITEMS

 

1. ISSUE:

January Membership Update.

Management Council Recommendation:

Review the January membership communication document, noting that it needs to be updated based on the survey results and the focus group meetings.

2. ISSUE:

Survey Results. [Attachment A]

Management Council Recommendation:

Endorse the areas for referral to the subgroups for their conference calls May 27-June 6.

 

During its review of the survey results and the potential issues for proposed legislation, the Council noted the opportunity for the focus groups and subgroups to discuss the following items on which the survey results indicate a consensus for proposed legislation, or responses were closely divided.

 

FINANCIAL AID SUBGROUP AREAS FOR DISCUSSION:

 

n No consideration of athletics in award packaging, buttressed by proposed annual audit and reporting process.

n Permit consideration of athletics in granting aid up to need (?preferential packaging?).

 

ELIGIBILITY AND RECRUITING SUBGROUP AREAS FOR DISCUSSION:

 

Academic Eligibility/Seasons of Participation

n Redefine eligibility limits to include practice or competition. A student-athlete would be limited to four seasons of participation. Practice or competition during a season would count as one of four available seasons.

 

Athletics Eligibility/Eligibility Clock

n Final semester of eligibility ? prevent enrollment in less than a full-time program of studies.

n Graduate student/postbaccalaureate participation ? permit students in graduate or postbaccalaureate programs with time remaining on their eligibility clock to participate in intercollegiate athletics regardless of the institution attended as an undergraduate.

 

Recruiting

n Establish a principle that athletics recruitment should comply with established policies and procedures applicable to the admissions process.

n Establish recruiting ?dead periods? in all sports.

n Transfer contact rule ? strengthen rule to preclude unsolicited contact and subsequent transfer and enrollment.

 

PLAYING AND PRACTICE SEASONS SUBGROUP AREAS FOR DISCUSSION:

 

Traditional Segment ? Length of Playing Season and Contest Limits

n Modify and make more consistent the length of playing seasons based on a student?s overall percentage of time engaged in athletics.

n Establish specific start and end dates, which may be all-inclusive (i.e., preseason conditioning through end of championships).

n Establish reasonable contest limits to minimize impact on missed class time.

 

Nontraditional Segment

n Consider further limitation (e.g., fewer contests or practice only).

 

MEMBERSHIP SUBGROUP AREAS FOR DISCUSSION:

 

Sports Sponsorship

n Increase the minimum based on division-wide average of almost 16 total.

 

Multidivision Classification ? Sports Sponsorship Requirements

n Eliminate multidivision classification, i.e., require all sports to be sponsored in Division III.

 

Coaching, Travel and Squad Limits

n Coaching limits. Establish limits on number of permissible coaches per sport, based on reasonable full-time equivalent ratio of participants to coaches in each sport.

 

n Travel and Squad sizes. Establish travel and varsity squad size limits.

 

Membership Structure

n Establish membership subdivisions within Division III to permit schools to further pursue legislative autonomy while retaining core principles applicable to the entire division.

 

The Council also recommended that the membership subgroup discuss options through which member schools and conferences might better exercise their legislative and policy making autonomy.

3. ISSUE:

Future of Division III Timetable.

Management Council Recommendation:

Review the timetable, noting the scheduling of the subgroup and oversight group conference calls, a CEO summit and possible conference/regional gatherings in October/November.

 

n The goal is for dialogue, discussion and feedback from the mem-bership during the remainder of 2002 and throughout 2003. This will include discussions at various conference and association meetings, as well as direct contact with CEOs by members of the Presidents Council.

n January 12 ? A membership forum at the 2003 Convention.

n February 3-7 ? Draft survey reviewed by the Oversight Group.

n February 14 ? Survey/letter mailed to Division III CEOs with copies to ADs, FARs, SWAs, SAAC liaisons and commissioners, encouraging campus/conference dialogue before signature.

n February 14 ? E-mail communication to solicit membership interest in participating in the April 22-23 in-person focus group meetings to be held in Indianapolis.

n March 3 ? Reminder card/follow-up.

n March 5 ?Mellon Foundation visit by the Division III leadership and governance staff.

n March 7 ? Survey deadline.

n March 7-31 ? Research staff compiles and evaluates survey results.

n April 8 ? Oversight Group conference call to review survey results.

n In addition, legislation will include a delayed effective date (e.g., August 2006) in order to give schools and conferences ample time to prepare for implementation at the institutional and conference levels.

2. ISSUE:

Focus Group Participants. [Attachment B]

Management Council Action:

Reviewed the focus group selection process and participant list, noting that there were 132 individuals nominated, 48 of which were chosen. The Council also noted the inclusion of its SAAC representatives to the April 17 telephone focus group. Susan Bassett, Suzanne Coffey and Steve Argo will be in Indianapolis April 22-23 to observe one or more of the in-person focus groups. Focus group discussions should clarify whether split support on some survey items was resource based or philosophy based.
