Summary of Recommendations

 

 

ACTION ITEMS – MANAGEMENT COUNCIL ONLY

 

1.  ISSUE:

NCAA Woman of the Year Committee Composition. 

Committee Recommendation:

 

Modify the composition requirements for the Woman of the Year Selection Committee to include a member of the MOIC and a staff member from a Historical Black Colleges and Universities (HBCU). 

 

Management Council Action:

 

Agreed to adopt noncontroversial legislation to modify the composition requirements, as recommended. 

 

2.  ISSUE:

NCAA Diversity Initiatives – Boys Sports Initiatives.

Committee Recommendation:

 

Eliminate the boys’ sports initiative effective 2004-05 and reallocate funds to enhance more successful diversity initiatives.

 

Management Council Action:

 

Denied the recommendation.  The Council requested a recommendation for the reallocation of the funds at its October meeting prior to support of the program’s elimination.

 

3.  ISSUE:

Review of NCAA Race Demographics Data. 

Committee Recommendation:

 

Approve biannual presentations of the Race Demographics of NCAA Member Institutions Athletics Personnel Report to the Executive Committee, Board of Directors, Presidents Councils and Management Councils of all three division, as well as national office staff.

ITEMS OF INFORMATION

                       

1.  ISSUE:

National Office Restructuring. 

Committee Action:

 

The committee reviewed the revised national office organization chart.  The committee noted that it has been supportive of past efforts to diversify the national office staff, particularly at the senior management and director level.  The committee also noted that the revised structure contains no ethnic minorities at the senior vice-president level.  While the committee applauds President Brand’s commitment to diversity, the committee believes that the restructuring could be viewed as a step backwards from the progress the national office has made in regards to the diversity of senior level staff, particularly if the vacant senior vice-president position is not filled with an ethnic minority.

2.  ISSUE:

NCAA Partnerships with External Groups. 

Committee Action:

 

The committee discussed the value of partnerships with organizations such as the Black Coaches Association (BCA) and the Minority Opportunities Athletics Association (MOAA) that share some of MOIC’s goals.  The committee re-affirmed its support of partnerships, but believes that the organizations must maintain a clear line of demarcation as it relates to mission and programs.  The committee cautioned its members to only speak to initiatives and goals discussed and supported by the full committee.

3.  ISSUE:

Diversity Initiatives.

Committee Action:

 

The committee reviewed accountability measures for the 17 diversity initiatives administered or funded by the national office and noted the following for each program.

 

(1)        Ethnic Minority and Women’s Internship Program.  The committee was pleased with the success of the internship program.  Since the program’s inception in 1988, 100 individuals have been hired as NCAA interns.  Of those, 74 percent have obtained positions within intercollegiate athletics administration upon completion of the program.

 

(2)        Ethnic Minority and Women’s Enhancement Postgraduate Program.  The committee was pleased with the success of this program.  There have been 311 enhancement scholarships awarded since 1988.  Awardees were surveyed in order to collect information regarding the recipients’ degree completion, major and employment history.  Forty-six percent responded to the survey and of that percentage, 70 percent of awardees successfully completed their degrees.  In addition, 65 percent of the respondents are currently working in intercollegiate athletics. 

 

(3)        NCAA Leadership Institute.  The committee was pleased with the success of this program.  Eighty percent (20 of 25) of participants enrolled in the 2002 class completed the Institute.  In addition, 55 percent of the Institute graduates have received job promotions to the associate or senior level within athletics administration. 

 

(4)        National Association of Collegiate Women Athletics Administrators (NACWAA) Partnership.  The committee was pleased with the success of the partnership with NACWAA.  Since the NCAA has been providing NACWAA with financial assistance (1998), 89 percent of the women who applied have successfully completed NACWAA/HERS.  In 2002, 20 percent of the women who completed the institute were ethnic minorities. 

 

(5)        Girls Sports Initiatives.  The committed reviewed the Girls Sports Initiatives, and similar to the Boys Initiative, noted that the program is not meeting its intended program goal to introduce minority girls to non-traditional sports.  The evaluation revealed that fewer than 25 percent of ethnic minority girls participate in this program.  The committee believes the recruitment process must be better defined and communicated to applicants to ensure program goals are met.  In addition, evaluation measures must indicate the number of participants that have not had any previous experience with the sport being offered.  The committee believes that funding for this program should be reduced from $162,000 to $50,000, while these concerns are being addressed and will take formal action to reduce the funding during its September 2003 meeting.  The committee delayed action on this item to provide an opportunity for the Committee on Women’s Athletics to forward comments.

4.  ISSUE:

MOIC Strategic Plan. 

Committee Action:

 

The committee reviewed and modified its strategic five-year plan.  The committee requested that staff explore the possibility of a Web-based system to match employers with prospective ethnic minority women employees when intercollegiate athletics vacancies occur.

5.  ISSUE:

2004-05 and 2005-06 MOIC Budget Requests.

Committee Action:

 

The committee began preliminary discussions regarding the two-year budget.  The committee reaffirmed its request for $1 million over the next two years to address some of the issues related to the diversity of college football staffs.

6.  ISSUE:

American Indian Mascot. 

Committee Action:

 

The committee received a verbal report from the staff and took no action.

7.  ISSUE:

Confederate Flag. 

Committee Action:

 

The committee discussed the Confederate Flag issue. The committee believes that all NCAA championships venues and publications should be clear of all references to the Confederate flag.  They also noted that the NCAA should not conduct championships in states where any flag of the Confederacy appears as part of the state flag.  When making its final decision regarding this issue, the committee encouraged the Executive Committee to consider clearly defining the meaning of “prominent display” of the flag.

8.  ISSUE:

NCAA Coaches Academy. 

Committee Action:

 

The committee reviewed the NCAA Coaches Academy and noted that progress had been made in the planning of the academy. The committee noted that the current model developed should be duplicated and used to address access issues in other sports.

9.  ISSUE:

Diversity Audit. 

Committee Action:

 

The committee reviewed the Diversity Audit and finalized national office gender equity plan.  The committee noted that the national office will begin to develop a racial equity plan.

10.  ISSUE:

Subcommittee Assignments.

Committee Action:

 

The committee reviewed its current subcommittee membership and made the following modifications:  Derrick Gragg to chair Football Issues; Doella Miller to Ethnic Minority Postgraduate Scholarships and Summit on Athletic Opportunities for Minority Women; Joyce Wong to American Indian Mascots, and Venera Flores to chair Ethnic Minority Postgraduate Scholarships.

11.  ISSUE:

Review of Senior Minority Administrator.

Committee Action:

 

The committee briefly discussed the feasibility and necessity of creating a senior minority administrator (SMA) position.  The committee appointed a subcommittee to explore the issues related to the development of a SMA position at institutions, conference offices and the national office.

12.  ISSUE:

Senior Vice-President Retirement.

Committee Action:

 

The committee noted that Dan Boggan will be retiring, effective August 8, and applauded his support of the committee’s efforts.

13.  ISSUE:

Faculty Athletics Representatives Association (FARA). 

Committee Action:

 

The committee discussed the lack of minority faculty athletics representatives. The committee believes that CEOs must begin to appoint ethnic minority FARs.  In addition, the committee agreed it will continue to monitor this area and attempt to develop workable solutions to enhance the diversity of FARs.

14.  ISSUE:

Institutional Self-Study Guide (ISSG). 

Committee Action:

 

The committee reviewed modifications to the Division II ISSG that would strengthen items related to gender equity and minority issues. The committee supported the modification of the Division II ISSG instrument.

15.  ISSUE:

Disability in Sport.

Committee Action:

 

The committee received information from the Center for the Study of Sport in Society’s director of disability in sport.  The committee reviewed the information and took no action.
