Summary of Recommendations

 

ACTION ITEMS – MANAGEMENT COUNCIL ONLY

 

1.  ISSUE:

Proposal No. ER-1 – Membership — Provisional Membership — Eligibility — Five-Sport/Three Season Requirement (Constitution 3.6.1.5).

Committee Recommendation:

 

Amend Constitution 3.6.1.5 to clarify that an applicant institution must sponsor at least one sport per gender per season to begin provisional membership and to change the reference to the affected institution from "provisional member" to "applicant institution."

 

Management Council Action:

Approved the draft editorial revision legislative proposal.

 

2.  ISSUE:

Proposal No. ER-5 – Eligibility — Organized Competition — Removal of Definition (Bylaw 14.2.4.4.1).

Committee Recommendation:

 

Amend Bylaw 14.2.4.4.1 as follows: 

 

“Organized Competition. Athletics competition shall be considered organized, if any one of the following conditions exists:

 

"(a) Competition is scheduled and publicized in advance;

"(b) Official score is kept;

"(c) Individual or team standings are maintained;

"(d) Official timer or game officials are used;

"(e) Admission is charged;

"(f) Teams are regularly formed or team rosters are predetermined;

"(g) Team uniforms are used;

"(h) A team is privately or commercially sponsored; or

"(i) The competition is either directly or indirectly sponsored, promoted or administered by an individual, an organization or any other agency."

 

Management Council Action:

Approved the draft editorial revision legislative proposal.

 

 

 

3.  ISSUE:

Proposal No. ER-6 – Awards and Benefits — Other Compensation — Expense Exceptions (Bylaw 16.8.1.3).

Committee Recommendation:

 

Amend Bylaw 16,8.1.3 to remove the reference to the "Olympic Festival."

Management Council Action:

Approved the draft editorial revision legislative proposal.

 

4.  ISSUE:

Proposal No. ER-8 – Membership — Emerging Sports — Rugby — Effective Date (2003 Proposal No. 54, 20.02.5).

Committee Recommendation:

 

Amend 2003 Proposal No. 54, 20.02.5 to change the effective date of 2003 NCAA Convention Proposal No. 54 regarding the addition of rugby as an emerging sport for women from immediate to August 1, 2003.

Approved the draft editorial revision legislative proposal.

1.  ISSUE:

Proposal No. ER-2 – Recruiting – Contacts and Evaluations – Four-Year College Prospects (NCAA Bylaw 13.1.1.2).

Committee Recommendation:

 

Amend Bylaw 13.1.1.2 to clarify the contact restrictions regarding four-year college prospects.

 

Management Council Action:

Previously approved the editorial revision.

 

2.  ISSUE:

Proposal No. ER-3 – Recruiting – Employment of Prospects – After Senior Year (Bylaw 13.2.4.1).

Committee Recommendation:

 

Amend Bylaw 13.2.4.1 to clarify legislation regarding the employment of prospective student-athletes.

Previously approved the editorial revision.

 

3.  ISSUE:

Proposal No. ER-4 – Eligibility – Seasons of Competition Rule – Preparatory School Exception (Bylaw 14.2.4.3.2.1).

Committee Recommendation:

 

Amend Bylaw 14.2.4.3.2.1 to specify that an individual is permitted to exempt only one year of preparatory school competition under the seasons-of-competition legislation.

4.  ISSUE:

Proposal No. ER-7 – Playing and Practice Seasons (Bylaw 17.19).

Committee Recommendation:

 

Amend Bylaw 17.19 to clarify the use of “with” and “against” as used to describe competition in Bylaw 17.
