NCAA DIVISION III MANAGEMENT COUNCIL

PLAYING AND PRACTICE SEASONS SUBCOMMITTEE

 

Summary of Recommendations

 

ACTION ITEMS ? MANAGEMENT COUNCIL ONLY

 

ISSUE:

Baseball/Softball Contests?Number of Innings during the Nontraditional Segment.

Subcommittee Action:

 

Sponsor legislation to limit baseball contests in the nontraditional segment to 18 innings and softball contests in the nontraditional segment to 14 innings.

 

Management Council Action:

 

Referred the recommendation back to the subcommittee, noting its concern with defining an excessive number of innings as one contest and implications to other Division III sports and regulation contests. The Council also expressed concern about over regulation.

 

Presidents Council Action:

 

Endorsed the action of the Management Council.

 

ITEMS OF INFORMATION

 

1. ISSUE:

Proposed Playing and Practice Seasons Model (2003 NCAA Convention Proposal Nos. 41 and 41-1).

Subcommittee Action:

 

The subcommittee had lengthy discussions regarding its proposed playing and practice seasons model. The subcommittee also reviewed membership feedback and identified membership concerns to be addressed in a ?Frequently Asked Questions? document for Convention discussion.

 

Management Council Action:

 

Accepted the information.

 

 


 

2. ISSUE:

Review of the ?Safety Exception? in Various Division III Sports.

Subcommittee Action:

 

As requested by the Council, the subcommittee had preliminary discussions regarding the appropriateness of the ?safety exception? in the Division III sports of rowing; gymnastics; swimming and diving; fencing; rifle; and skiing. The subcommittee will continue discussions regarding this matter at its April meeting. The subcommittee also noted that the issue may be addressed in discussions regarding the future of Division III. The NCAA General Counsel may be consulted, as appropriate.

3. ISSUE:

Multi-day Events in the Sport of Division III Track and Field and Contest Limitations.

Subcommittee Action:

 

In response to a referral from the NCAA Division III Interpretations and Legislation Committee, the subcommittee discussed whether or not to propose legislation for the 2004 NCAA Convention that would permit multi-day track and field events to count as single dates of competition. The subcommittee declined to sponsor legislation, noting concerns about extending the number of dates of competition.

Accepted the information.

 

4. ISSUE:

Review of NCAA Division III Bylaw 16.8.1.3 (Practice and Competition Expenses).

Subcommittee Action:

 

The subcommittee briefly discussed this matter but deferred action until its April 2003 meeting.
