PRESIDENTS COUNCIL ACTION ITEMS

 

1.  ISSUE:

Financial Aid – Athletics Fund Endowments (Proposal No. 58).

Management Council Recommendation:

 

Review the intent, no changes.

2.  ISSUE:

Financial Aid – Annual Electronic Reporting Process (Proposal No. 59).

Management Council Recommendation:

 

Review the intent of the legislation, noting that the "burden" issue may be shifted to the NCAA staff due to an amended report format using institutional reporting processes to submit information.  The format will be used during the pre-pilot to assist in evaluating the institutional burden.

3.  ISSUE:

Eligibility – Determining Season of Eligibility – Minimum Amount of Participation (Proposal No. 56).

Management Council Recommendation:

 

Sponsor amendment-to-amendment to apply to traditional segment only.

 

The Council also discussed:

 

·                    Student manager/volunteer coach – if not certified, can only participate occasionally.

·                    Specifically define medical hardship waiver, including principle for a student-athlete unable to compete due to lack of competition or physical condition cleared for full participation.

 

Council rationale:

 

·                    The proposal would not significantly reduce practice time during the nontraditional season, since the nontraditional segment competition is limited and often occurs only at the end of the segment.

·                    A host of challenging interpretative issues related to practice during the nontraditional segment.

·                    Concerns about the proposal's impact during years when student-athletes engage in such activities as student teaching or study abroad.

·                    Intent that participation in athletics be limited to four years.

4.  ISSUE:

Division III Philosophy Statement – Athletics Recruiting (Proposal No. 70).

Management Council Recommendation:

 

Review the intent, noting:

 

1.     The principle does not supercede any Bylaw 13 provisions.

2.     Eliminate "off-campus" aspect of the title.

3.     Institutional principles and standards are applicable for all recruitment practices.

5.  ISSUE:

Recruiting – Permission to Contact – Self-Release (Proposal No. 55).

Management Council Recommendation:

 

Review the intent, noting:

 

1.     Applicable only to Division III-to-Division III transfers.

2.     Institutional requirement for access of student-athlete academic and eligibility information remains.

6.  ISSUE:

Playing and Practice Seasons – Length of Seasons and Contest Limits (Proposal No. 61).

Management Council Recommendation:

 

Review the intent, no changes.  The Council noted its commitment to a comprehensive approach, institutional flexibility and responsiveness to feedback.

Playing and Practice Seasons – Elimination of Out-of-Season Exception (Proposal No. 67).

Review the intent, noting its commitment to a standard playing season, including coaching activities, for all Division III sports.

Division III Membership – Multidivision Classification – Awarding of Athletics Aid (Proposal No. 69).  [Attachment A]

Management Council Recommendation:

 

Review the intent and deny the request for withdrawal of the proposal as requested by affected institutions.  The Council reviewed background, including significant feedback, and rationale, noting its commitment and a desire for a membership vote.

Management Council Recommendation:

 

Review the Mellon/CSP update, noting the numerous conversations and that the CSP strongly endorses the NCAA legislative proposals.

Future of Division III Legislative Reform Agenda Talking Points.  [Attachment D]

Management Council Action:

Reviewed the talking points document created for use at conference and other meetings, noting that changes will be made based on recent Council actions and that a "frequently asked questions" document will be developed to accompany the document for the membership.

Management Council Conference Visit Schedule and Meeting Summaries.

Reviewed the conference visit meeting schedule and summaries from meetings that have taken place to date.

Timetable 2003-2004.

Management Council Action:

Reviewed the timetable, noting that communication with the membership remains critical.

 

n      January 12 – A membership forum at the 2003 Convention.

n      February 14 – Survey/letter mailed to Division III CEOs with copies to ADs, FARs, SWAs, SAAC liaisons and commissioners, encouraging campus/conference dialogue before signature.

n      March 5 –Mellon Foundation visit by the Division III leadership and governance staff.

n      April 8 – Oversight Group conference call to review survey results.

n      April 14 – Guest editorial in The NCAA News to encourage CEO involvement.

n      April 14-15 – Management Council review.

n      April 22-23 – Focus group in-person meetings in Indianapolis. 

n      April 24 – Presidents Council review. 

n      Late April – Executive summary of survey results mailed to Division III CEOs with companion memo to other interest groups.
