1.  ISSUE:

2004 Proposed Legislation.  [Attachment A]

Management Council Recommendation:

 

Sponsor amendment-to-amendment (CNV-4), eligibility – determining season of eligibility – minimum amount of participation, to apply to the traditional segment only.  Council rationale:

 

·        The proposal would not significantly reduce practice time during the nontraditional season, since the nontraditional segment competition is limited and often occurs only at the end of the segment.

·        A host of challenging interpretative issues related to practice during the nontraditional segment.

·        Concerns about the proposal's impact during years when student-athletes engage in such activities as student teaching or study abroad.

·        Intent that participation in athletics be limited to four years.

 

Sponsor amendment-to-amendment (CNV-15), membership – conditions and obligations of active membership – certification of insurance, to delay the effective date to August 1, 2005.  The delay will provide an opportunity for education and implementation.  The Council also noted the consideration of cheerleaders, athletics trainers and student managers, since they are currently included in NCAA catastrophic coverage.
