1. ISSUE:

Management Council Policies and Procedures.

Management Council Action:

 

Approved the revisions to the Council's policies and procedures document.

 

2. ISSUE:

2004 CommitteeSubcommittee Assignment.

Management Council Action:

 

(1) Reviewed the committee/subcommittee assignments for 2004 and solicited interest. The Council noted that appointments will be made by the leadership before the January 2004 meeting.

 

(2) The Council also noted: (a) the Initiatives Task Force has been disbanded, effective immediately, and its responsibilities forwarded to the Strategic-Planning Subcommittee; (b) the Financial Aid Review Task Force will transfer its responsibilities to the Financial Aid and Awards Committee following the 2004 Convention; (c) the Joint Subcommittee on the Future of Division III will be reconfigured with new Council members following the 2004 Convention.

 

3. ISSUE:

Association-Wide Strategic Planning.

Management Council Action:

 

The Council discussed the strategic-planning process and noted:

 

?        Shorter sessions would be more effective (1.5 hours).

?        Support for the opportunity for constituent involvement.

?        Clarification of common terms is important for consistent understanding (i.e., Association versus national office staff).

?        The objectives should relate more closely to the goals and should include measurable outcomes. Avoid phrases such as "gain understanding.

?        The student-athlete welfare goal should be broadened to include various values, including high level competitive experience.

?        Financial issues should be a separate goal.

?        Include student leadership and sportsmanship more overtly in the plan.

 

4. ISSUE:

Creating a More Responsive NCAA

Management Council Action:

 

Reviewed specific practices identified to create a more responsive, less bureaucratic Association. The Council noted its reluctance to increase reliance on institutions or conference offices to assume additional administrative duties, given the current staffing.

 

5. ISSUE:

Economic Baseline Study. [Attachment]

Management Council Action:

 

Reviewed The NCAA News article highlighting results of a recently released eight-year study of Division I athletics operating budgets conducted by independent researchers, as directed by the Division I Board of Directors.
