NCAA DIVISION III MANAGEMENT COUNCIL MEETING

April 19-20, 2004

 

 

SUPPLEMENT NO. 1
AW – COMMITTEE ON COMPETITIVE SAFEGUARDS AND MEDICAL ASPECTS OF SPORTS (CSMAS)

ISSUE:  Drug Test Sanctions.

Committee Recommendation:

Amend NCAA Bylaw 18.4.1.5.1 (duration of ineligibility) to allow the Drug-Education and Drug-Testing (DEDT) Subcommittee of the CSMAS to reduce a drug-testing penalty during a drug-test appeal from one year to the next 50 percent of a season of competition in all sports, effective August 1, 2005.  The committee presently has no authority to reduce the sanction, only to uphold the one-year penalty or fully negate the positive test and sanction.  Appeals are considered on a case-by-case basis and could result in the full one-year penalty, a 50 percent penalty or no penalty. 

 

Management Council Recommendation:

Sponsor legislation for the 2005 Convention.

 

Presidents Council Action:

 

 

 

 

ISSUE:  Acceptance of National or International Drug-Testing Suspensions.

Committee Recommendation:

Amend Bylaw 31.2.3.1.2 (positive drug test – non-NCAA athletics organization) to state that a student-athlete under a drug-testing suspension from a national or international sports governing body that has adopted the World Anti-Doping Agency (WADA) code shall not participate in NCAA intercollegiate competitions, effective August 1, 2005. 

 

Management Council Recommendation:

Sponsor legislation for the 2005 Convention.  The Council requested information on the impact of the issue in Division III and whether specific student-athlete data are available.

DIII – MC/PC CONVENTION-PLANNING SUBCOMMITTEE

ISSUE:  Draft 2005 NCAA Convention Schedule. 

 

Subcommittee Recommendation:

 

Review the draft Convention schedule noting:

 

(a)        Saturday, January 8 – Opening Business session and keynote address should immediately precede the Delegates Reception (4:15 to 5:45 p.m. Saturday).  The subcommittee noted that the early morning start would cause additional travel/lodging hardships and create a longer schedule for chief executive officers (CEOs), and that a high profile keynote speaker would add considerable value and increased attendance.

(b)        Saturday January 8 – Association-wide and divisional educational sessions (9 to 12:15 p.m. and 1:30 to 3 p.m.) including an extended Division III National Association of Division III Athletics Administrators (NADIIIAA) session (1 to 4 p.m.). 

(c)        Saturday January 8 – Endorse the joint Division III Management Council/Presidents Council/ Student-Athlete Advisory Committee luncheon (11:30 a.m. to 1 p.m.) prior to Division III Presidents Council meeting (1 to 4 p.m).

(d)        Sunday, January 9 – Extend conference meetings from 1:30 to 5 p.m.

(e)        Sunday, January 9 – Endorse the CEO luncheon and programming. 

(f)        Sunday, January 9 – Eliminate delegates' boxed lunch immediately following the Division III Issues Forum to save money ($20,000) and encourage conference luncheons. 

(g)        Seek an alternate time (Sunday, January 9, afternoon) for provisional member CEO and athletics administrator sessions.

(h)        Monday January 10 – Start the Division III Business Session earlier (8 a.m.).

(i)         Recommend a Division III Faculty Athletics Representatives Association preconference session Friday evening, January 7, or Saturday morning, January 8.

 

 

Management Council Recommendation:

 

Approve the 2005 Convention schedule.  The Council noted a possible Division III Commissioners meeting from 7 to 11 a.m. Saturday, January 8.

ISSUE:  Possible Educational Topics – 2005 Convention. 

 

Subcommittee Recommendation:

Review and provide input for Association-wide and divisional menu sessions.

 

(a)                Division III sessions:

 

l          Retention strategies for Division III coaches.

l          Recruitment strategies for hiring Division III coaches.

l          Managing the search process for Division III coaches and administrators.

l          Campus and conference compliance programs (include roundtable discussions).

l          Dealing with booster clubs.

 

(b)        Association-wide sessions:

l          Educational workshops (e.g., how to implement successful fundraising and marketing initiatives).

l          Title IX/gender equity workshop.

l          Violence in sports.

l          Sportsmanship issues.

l          Legal issues.

 

Management Council Recommendation:

Endorse the prioritized Division III topics and forward to NADIIIAA.

 

·                     Managing the Search Process – Strategies for Recruitment and Retention of Division III Coaches.

·                     Successful Campus and Conference Compliance Programs (include roundtable discussions).

·                     Dealing with Booster Clubs.

 

Endorse the Association-wide sessions with suggested presenters and forward to NCAA Convention management, noting a preference for morning and afternoon offerings to avoid conflicting with the Division III sessions.

 

Morning Sessions.

·                     Sportsmanship issues – specific game and event management policies and strategies (Chuck Mitrano, commissioner, Empire 8 conference, and Sandra Slabik, Neumann College).

·                     Violence in Sports.

Afternoon Sessions.

·                     Educational workshops (e.g., how to implement successful fundraising and marketing initiatives).

·                     Title IX/gender equity workshop.

·                     Legal issues.
