Summary of Recommendations

ISSUE:

Noncontroversial Legislation ? NCAA Bylaws 17.5.3 and 17.5.3.1 ? Informal Practice Scrimmages.

Committee Recommendation:

 

Sponsor noncontroversial legislation to remove the requirement that informal practice scrimmages be conducted in privacy. The committee agreed that, while institutions should not publicize or promote informal preseason practice scrimmages, it is not reasonable to expect that an institution will turn away visitors who wish to attend a preseason scrimmage.

 

Management Council Action:

 

Agreed to adopt noncontroversial legislation. The Council referred the issue of publicity back to the committee to clarify and strengthen existing standards.

 

 

ITEM OF INFORMATION

 

ISSUE:

Incorporated Interpretation.

Committee Action:

 

The committee agreed to incorporate the following interpretation into the 2004-05 NCAA Division III Manual:

 

?              November 3, 2003, Item No. 4. It is impermissible for a college coach to observe student-athletes in competition (e.g., pick-up games, summer leagues) outside the playing season.

 

 

Management Council Action:

 

Accepted the information, noting its concern with enforcement related to duties of coaches who may be involved in summer leagues.
