MC SUPPLEMENT NO. 1

AW – COMMITTEE ON COMPETITIVE SAFEGUARDS AND MEDICAL ASPECTS OF SPORTS (CSMAS)

ISSUE:  Student-Athlete Preparticipation Examinations.

 

Management Council Recommendation:

Sponsor legislation for the 2007 Convention to amend Bylaw 14.1 General Eligibility Requirements to require student-athletes (prospect, walk on, tryout) in all sports to undergo a medical examination that is administered or supervised by a physician prior to initial participation in any practice or competition-related activities (preseason, regular season, non-traditional season and summer period), consistent with legislation in the sport of football in Bylaw 17.11.2.2. 

 

Presidents Council Action:

Approved sponsorship of legislation.

 

 

 

ISSUE:  NCAA Banned Substance List – Removal of Phenylephrine.

 

Presidents Council Action:

Agreed to adopt noncontroversial legislation to amend Bylaw 31.2.3.4 to immediately remove phenylephrine from the list of NCAA banned substances.  Phenylephrine is an ingredient contained in over-the-counter medication used in the treatment of colds and flu, such as Alka-Seltzer Plus effervescent tablets.  It is considered a very mild stimulant, and is not banned by the World Anti-Doping Agency.

 

 

 

ISSUE:  NCAA 2005 Study of the Substance Use Habits of College Student-Athletes.

 

Management Council Action:

Accepted the information that the committee received a preliminary report on the data collected on
student-athlete reported substance use.  The data from this survey assists the committee in its drug-education and testing policy recommendations.  The full report is posted on www.ncaa.org/health-safety.

 

 

 

ISSUE:  Student-Athlete Responsibility for Ingested Substances.

 

Management Council Action:

Accepted the information that the committee noted that some in the membership, administrators and athletes alike, are still unaware that unregulated nutritional/dietary supplements may contain NCAA-banned substances.  The committee has directed staff to implement a Association-wide dissemination of the following message:

 

Student-athletes are responsible for reading a product’s label and consulting with the appropriate athletics department representative to determine whether the product’s ingredients include an NCAA banned substance on the label.  Student-athletes assume the risk that supplement products may be mislabeled or contaminated with an undisclosed banned substance.  Ultimately, student-athletes are responsible for any substance they put in their body.

 

 

 

 

ISSUE:  Drug-Test Appeals – Membership Education.

 

Management Council Action:

Accepted the information that the committee noted the importance of educating the membership regarding the implications of four new pieces of drug-testing legislation, effective August 1:  Allow for a reduced penalty for a positive drug test; preclude a student-athlete from NCAA competition while under a doping suspension from a national or international sports governing body; define institutional responsibility to assure with NCAA drug testing; and assess the same penalty for a breach of drug-testing protocol (no show, tampering with a drug-testing sample) as it assesses for a positive test for a banned drug other than a street drug.

 

 

 

ISSUE:  Division III Drug Testing.

 

Management Council Action:

Received an update on recent discussions regarding a possible Division III pilot drug testing program to assess the significance of the issue and collect data to determine future initiatives, if any.  Council noted a distinction between performance enhancement drug use and social drug use.

ISSUE:  Update Regarding the U.S. Olympic Committee (USOC) Joint Task Force.

 

Management Council Action:

Accepted the information that the committee received an update on the progress of the NCAA/USOC Joint Task Force. 

 

 

 

ISSUE:  Update from Research.

 

Management Council Action:

Accepted the information that the committee reviewed data regarding athletically related financial aid awarded to male student-athletes in NCAA Division I from 1995 to 2003.  The data were compiled using the Equity in Athletics Disclosure Act forms.  The committee also reviewed data showing all institutions that dropped Olympic sports from 1988 to 2004 by sport and division.

 

 

 

ISSUE:  USOC Update on the General Assembly Meetings. 

 

Management Council Action:

Accepted the information that Jeff Howard, USOC director of corporate communications, updated the committee on the inaugural USOC assembly meetings held April 29-30, 2005, in Phoenix, Arizona.  The event was intended as a celebration of the last four years of Olympic achievement and featured panels and presentations on related issues.  Grace Calhoun, vice chair of the committee, and two staff liaisons attended the meeting as representatives of the committee.

 


ISSUE:  Review of the OSLC meeting dates.

Management Council Action:

Accepted the information that the committee discussed the most efficient and effective way for it to conduct business.  The committee stressed the importance of annual in-person meetings with as many national governing bodies as possible to facilitate discussion and build on the current relationships.  Based on the new governance structure of the USOC, the committee wishes to explore the benefit of meeting in conjunction with the USOC assembly meetings.  The committee recommended that an assessment of the productiveness of the general assembly meeting be conducted to determine if meeting during the assembly will increase overall efficiency.

 

ISSUE:  Strategic Plan.

Management Council Action:

Accepted the information that the committee reviewed the most recent updates to its strategic plan.  The committee agreed that communication will be a key element in implementing the strategic plan during the 2005-06 academic year.
