This document implies that playing rules changes will be developed a year in advance, which is generally the current practice. The Executive Committee has the authority to make emergency changes in cases involving the welfare of the Association, especially regarding student-athlete safety or possible litigation. It is recommended that championships committee meetings at which playing rules changes will be considered be conducted in Indianapolis in order to have access to appropriate staff. This schedule also implies greater due diligence by rules committees: In particular, proposed playing rules changes with legal ramifications must be screened by legal counsel before being submitted to the championships committees; proposed playing rules changes with safety ramifications must first be reviewed by the NCAA Committee on Competitive Safeguards and Medical Aspects of Sports.
