Convention

Second Publication of Proposed Legislation (SPOPL) – Mailed September 23
Contains proposals in the IPOPL and those sponsored by the Presidents Council.
Official Notice – Mailed November 15
Contains proposals from the IPOPL, SPOPL, any amendment-to-amendments and all noncontroversial legislation, editorial revisions and modifications based on intent and incorporations (found in the blue pages of the Notice) to be published in the next Manual.
