NCAA Membership Services Speaking-Engagement Criteria
NCAA staff will consider the following when responding to speaking-engagement requests from entities other than member conferences:
The type of group making the request (e.g., state high school academic association, coaches association, amateur-athletics organization).
The date of the speaking engagement. [Note: Blackout periods occur during regional seminars, waiver season (last week of July through September 20), NCAA convention, Academics/Eligibility/Compliance Cabinet meetings, and NCAA Final Four {with exception of the Women's Basketball Coaches Association (WBCA) and the National Association of Basketball Coaches (NABC)}.]
The number of expected participants.
The topic of the requested presentation.
Whether appropriate staff members are available for the date(s) requested.
Type of Group
National Professional Groups [e.g., National Association of Academic Advisors for Athletics (NAAAA), National Association of Collegiate Directors of Athletics (NACDA), National Association of Collegiate Women Athletics Administrators (NACWAA)].
Collegiate Coaching Groups [e.g., American Football Coaches Association (AFCA), WBCA, Black Coaches Association (BCA), NABC].
NCAA membership services may assign one speaker(s) per year provided:
The event does not occur during a blackout period;
The event can confirm at least 100 attendees;
The request is submitted and a topic is designated at least 60 days in advance of the event; and
Availability of appropriate staff members.
High-School Groups
National
Membership services reviews such requests on a case-by-case basis. The following factors will be considered:
The date of the event (i.e., the event does not occur during a blackout period);
Whether the event can confirm at least 100 attendees;
The request is submitted and a topic is designated at least 60 days in advance of the event; and
Availability of appropriate staff members.
Regional
Membership services reviews requests by regional high-school groups with at least 200 attendees on a case-by-case basis. The following factors will be considered:
The date of the event (i.e., the event does not occur during a blackout period);
The request is submitted and a topic is designated at least 60 days in advance of the event; and
Availability of appropriate staff members.
[Note: Organizers of an event with fewer than 200 attendees will be referred to individuals in region with knowledge of NCAA rules.]
State
Membership services will refer all such speaking-engagement requests to individuals in region with knowledge of NCAA rules.
Local Events (within the Indianapolis metro area)
Membership services may staff selected local events; however, such requests are reviewed on a case-by-case basis. The following factors will be considered:
The date of the event (i.e., the event does not occur during a blackout period);
Whether the event can confirm at least 100 attendees;
The request is submitted and a topic is designated at least 60 days in advance of the event; and
Availability of appropriate staff members.
All Other Groups
Membership services will review speaking-engagement requests from organizations other than those mentioned above on a case-by-case basis. However, greater flexibility will be used when considering a request for a presentation on initial-eligibility rules.
